The 15-year rule
What Florida law asks about a roof this old
Fifteen years is the number to remember in a Land O' Lakes house built around 1999. Under 15, a Florida insurer cannot turn you away solely over roof age. At 15 or older, the insurer must let you have an authorized inspector check the roof, at your expense, before it requires replacement.
Suppose that inspector writes down five or more years of useful life. Then Florida law bars the insurer from refusing or non-renewing you for age alone. Your insurer has to accept the inspector. A roofing contractor, a home inspector, a building code inspector or an engineer can qualify.
Citizens Property Insurance draws its own lines. Roofs older than 25 years (shingle) or 50 years (tile, slate, metal) need documentation of at least five years of remaining life. Citizens also requires a 4-point inspection for properties more than 20 years old. With a 1999 median build year, many homes here are at or near that mark.
The 15-year rule covers policies issued or renewed on or after July 1, 2022. Senate staff say it leaves out mobile home policies. If you own one of the 4.2 percent, your insurer or agent can tell you which roof standard governs your policy.

What a roof inspection checks in Pasco County
The roof section of the 4-point form records the covering material, roof age, remaining useful life, the date of the last roofing permit, how much was replaced and overall condition. Clear photos of every slope can replace the separate Citizens roof form.

- Granules worn off, leaving asphalt or felt exposed
- Loose, missing or broken tabs or tiles
- Soft spots when the decking is pressed
- Stains or active leaks in the attic and on ceilings below
A separate wind mitigation inspection covers items you cannot see from the ground: deck nailing, roof-to-wall connectors and a sealed roof deck. The current form, OIR-B1-1802, is valid for up to five years if the structure has not materially changed. Any discount applies only to the hurricane-wind part of your policy.
Roof permits for a repair or replacement here come from Pasco County Building Construction Services, because Land O' Lakes is an unincorporated community. Confirm the permit history on your roof with that office before an inspector fills in the permit date.

When to order an inspection
Order one when you buy or sell, since a dated report gives both sides the same facts. Order one when an insurer's letter cites roof age. Order one after a storm. A brief EF1 tornado near Land O' Lakes in 2018 condemned two homes for roof damage, and Debby brought a 44 mph gust near here in 2024.
About 18.8 percent of residents are 65 or older, and many own homes they bought decades ago. Because 82.9 percent of occupied homes are owner-occupied, most of these roofs belong to the people living under them. Climbing up yourself is not worth the risk. Have a roofer do it.
Florida Statute 489.147 bars roofers from offering anything of value for an inspection or a claim, so be wary of any offer that sounds like a giveaway. How long is a wind mitigation inspection good for?
The current form, OIR-B1-1802, is valid for up to five years if the structure has no material changes and the form has no inaccuracies. It checks roof covering, deck attachment, roof-to-wall connections, roof shape and a sealed roof deck.
