About 12.3 percent of Jupiter's homes were built in 2010 or later, so most of the town is older housing and a new roof is the exception. A new Jupiter roof still has to meet the code edition in force on the day its permit is submitted. That date decides your rules.

Code edition

Which code edition governs a new Jupiter roof

A permit filed in Jupiter today falls under the 2023 Florida Building Code, Eighth Edition. The Ninth Edition becomes effective December 31, 2026, and every application submitted on or after that date must follow it. If your Jupiter plans are filed near that date, ask the Town of Jupiter Building office which edition your submittal falls under.

Jupiter sits in Palm Beach County, and the High Velocity Hurricane Zone covers only Miami-Dade and Broward. So a Jupiter plan does not need a Miami-Dade Notice of Acceptance. The permit still has to show the Florida product approval for the roofing.

Statewide approval is mandatory for roofing. A product sold as hurricane or impact protection without that approval can bring action under Florida's deceptive trade practices law. Ask your builder for the FL number of each roofing product, then search it on the Florida Building Commission lookup.

Roof assembly

Deck nails, underlayment and drip edge

Roof sheathing on a new home is fastened with ring shank nails, 2 1/2 inches long. Inspectors check those fasteners at the sheathing inspection, before any covering goes on.

  • Cover the whole deck with self-adhering polymer-modified bitumen underlayment.
  • Or tape every deck joint with a strip at least 3 3/4 inches wide, then cover the roof with an approved underlayment.
  • Or lay two layers of felt-type underlayment, fastened 12 inches apart in the field and 6 inches apart at laps.

Metal drip edge goes over the underlayment at eaves and gables. Where design wind speed is 110 mph or more, or the roof is taller than 33 feet, nails are spaced 4 inches apart instead of 12.

Inspections

Sequencing your Jupiter roof with the other trades

The code lists inspections in order: foundation, framing, sheathing, exterior walls and soffit, roofing, then final. Roofing covers dry-in, insulation, coverings and flashing. Book your roofer after the sheathing inspection passes.

A general contractor may install asphalt shingles on a new building of its own construction. Tile, metal and membrane roofs go to a certified or registered roofing contractor. Palm Beach County's self-issued reroof portal is for reroofs, so a new Jupiter build uses the regular permit.

Record the Notice of Commencement before your first inspection. The permit card warns that skipping it could mean paying twice for the work. You may also hire a private provider for plan review or inspections, with written authorization from the owner.

Does the 25% roof rule apply to a brand-new roof in Jupiter?

No. The 25% rule governs existing buildings. It says no more than 25 percent of a roof can be repaired, replaced or recovered in 12 months unless the whole roof is brought up to code. A new home starts with a complete roof built to the code edition on its permit. The rule matters later, when a repair is planned on that roof.

What does a builder owe me if my new Jupiter roof has a defect?

Since July 1, 2025, a builder must warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material Florida Building Code violation. The year runs from title transfer or first occupancy, whichever comes first. The statute carves out ordinary wear, settling, damage the owner caused and acts of God. Read your contract and ask the builder how claims are filed.

Do new Jupiter homes need gutters?

Only where eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. When gutters are required, the downspouts must empty at least a foot away from the wall. Wide eaves can skip gutters under the code, but check your plans with the Town of Jupiter Building office.
