Boca Raton has more pre-1980 housing than most of Palm Beach County: 43.6% of its homes, against 33.5% countywide. Replacing the roof on one of them means a tear-off to the deck, new nails where the old ones fall short of today's table, a sealed underlayment, and two city inspections.

What a Boca Raton re-roof adds to a 1970s deck

Florida's first statewide code arrived March 1, 2002, so a deck framed in the 1970s was nailed to a local rule. When that house is re-roofed, section R908.7 makes the deck attachment meet R908.7.1 and adds a secondary water barrier. The code gives three ways to build that barrier under shingles or metal, from a fully adhered membrane over the whole deck to taped joints or a double layer of felt-type underlayment (R905.1.1.1), and the state wind form counts each of them as a sealed roof deck, while plain underlayment does not.

Tile changes the job. A clay or cement tile roof cannot be covered over; it comes off to the deck (R908.3). Salvaged tile may go back only in the same material and profile, never cracked (R908.5), and the new tile is set under the code's tile section, R905.3, by the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition. Boca Raton permits, inspections and the quarter-roof limit

Building Permits and Inspections at the City of Boca Raton issues the re-roof permit. There is no plan review for a re-roof (FBC-B 107); instead the inspector sees the deck, its fasteners and the dry-in before they are covered, then returns for the finished roofing and flashing (FBC-B 110.3).

Doing one slope now and the rest later has a legal limit. Florida's R908.1.1 lets no more than 25% of a roof or roof section be repaired, replaced or recovered in a 12-month window before the whole section must be redone to current code. Only a roof that already went on under the 2007 code or later escapes that, under Fla. Stat. 553.844(5).

Can I replace a tile roof with metal or shingles in Boca Raton?

Generally yes, as far as the code goes. The old tile must come off to the deck (R908.3), the new covering needs Florida product approval (Fla. Stat. 553.842), and the re-roof still brings re-nailing and a sealed underlayment. Two local checks come first: on a designated property, the city's Historic Preservation program reviews a change of roof material, and on any house, ask your insurer how it treats the new covering, since Citizens' roof-age line is 25 years for shingles and 50 for tile or metal. With 43.6% of Boca Raton homes built before 1980, plenty of owners face the choice.

Does a Boca Raton re-roof follow Broward County's stricter rules?

No. Broward and Miami-Dade make up the High-Velocity Hurricane Zone, where the residential roof chapter does not apply as written: R901.1 sends those buildings to Chapter 44, and reuse of roofing materials goes to Sections 1512 to 1525 of the building code. That is the rule next door in Deerfield Beach. Boca Raton is in Palm Beach County, so a re-roof here follows R908 and the standard sections, with the City of Boca Raton issuing the permit.

Do I need a Notice of Commencement for a Boca Raton re-roof?

Often, yes. The Florida Building Code requires the permit card to warn the owner that failing to record a Notice of Commencement may mean paying twice for the work, and the notice must be recorded and posted on the job before the first inspection (FBC-B 105.8). Under Fla. Stat. 713.135(1)(e), the permitting office requires a copy before that inspection when the direct contract is above a set amount. In Boca Raton that office is the city's Building Permits and Inspections, so ask it what it needs on your job.
