What is the 25% roof rule in Florida?

The rule says no more than 25 percent of a roof or roof section can be repaired, replaced or recovered in 12 months unless the entire roof or section is replaced or recovered. If your roof was built or replaced to the 2007 Florida Building Code or later, only the repaired portion must meet current code. A local government cannot amend that exception. What is the new law in Florida about roofs?

The code edition changes soon. The 2023 Eighth Edition took effect December 31, 2023, and the Ninth (2026) Edition becomes effective December 31, 2026. Permit applications submitted on or after that date must meet the new edition. If your Winter Park re-roof application goes in before then, the 2023 code applies.
