Orlando airport records show 51.45 inches of rain a year, and 45 percent of it falls June through August. Drainage matters on a flat roof. Where perimeter walls trap water, the code calls for secondary overflow drains or scuppers.
- The bid names a membrane standard, such as ASTM D6878 for TPO.
- The bid says whether the existing roof is torn off or recovered.
- The bid names the metal edge system and its wind testing.
- The bid states who pulls the permit and records the Notice of Commencement.
A recover is barred where the old roof is water soaked or already has two or more coverings. A bid that recovers such a roof ignores the code, and the building office can tell you if a plan is acceptable.

What is the 25% roof rule in Florida?
It limits partial roof work. Repair, replace or recover more than 25 percent of a roof section within 12 months and the entire section must meet current code. If the roof was built or replaced under the 2007 Florida Building Code or later, only the repaired part must comply. Winter Park has a median build year of 1976 for its homes, but that says nothing about any one roof, which falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later.

What is the new law in Florida about roofs?
The Florida Building Code changes by edition. The 2023 edition took effect December 31, 2023, and the Ninth Edition applies to permit applications filed on or after December 31, 2026. A project permitted now follows the 2023 edition. Ask the City of Winter Park Building & Permitting Services which edition governs your application date.

Does Winter Park fall in the High-Velocity Hurricane Zone?
No. Winter Park is in Orange County, outside the two counties that make up that zone, so the regular Florida Building Code governs and the zone's special permit forms do not apply.
