Roofing is a statewide product approval category. Shingles, tile and metal panels on your permit must carry an approval number from the Florida Building Commission, which you can look up by FL number or manufacturer.

A builder may install asphalt or fiberglass shingles itself only on a new building of its own construction. Tile, metal and membrane work goes to a certified or registered roofing contractor. State law also bars a general contractor from advertising as a roofer without that roofing license.

Deck, underlayment and inspection order

Roof sheathing must be nailed with ring shank nails, 2 1/2 inches long, per the residential code. Then the roof needs a dry-in layer. You may use self-adhering underlayment over the whole deck, tape over the deck joints under an approved underlayment, or two layers of felt-type underlayment.

Inspections follow the code's order: foundation, framing, sheathing, exterior wall coverings, roofing and final. At the roofing stop, the inspector looks at dry-in, insulation, coverings and flashing. Orange County runs its permits and inspection requests through an online portal, so confirm with Winter Park's building office which route applies inside city limits.

Does a builder warrant a new roof in Florida?
