Who permits a new roof in Oak Ridge

Oak Ridge is unincorporated, so the Orange County Division of Building Safety issues roofing permits. All new applications and inspection requests go through its Fast Track online portal.

Roofing inspections come in a fixed order after framing and sheathing. The roofing inspection covers dry-in, insulation, the roof covering and flashing, and the final comes last. Schedule each one before the crew covers the work, or it may have to be opened again.

Permits also expire. A permit lapses if work does not start within 6 months of issuance, and it can be abandoned after 180 days without good-faith progress. For a home in Oak Ridge that is still under construction, confirm the permit clock with the county before the framing crew leaves.

What the code requires

Deck, underlayment and fastening on new roofs

Nailing the deck boards requires ring shank nails in the type the specification calls for. Where sheathing is 15/32 inch or thinner, other ring shank types are allowed. Your inspector checks these nails at the sheathing inspection.

  • Apply self-adhering polymer-modified bitumen underlayment across the entire deck, or
  • Tape each deck joint with a strip at least 3 3/4 inches wide, then add an approved underlayment, or
  • Install two layers of approved felt-type underlayment fastened to the deck.

Drip edge at eaves and gables must be nailed on a set spacing. For new homes near the coast or on taller roofs, the spacing tightens to 4 inches. Ask your roofer which spacing applies to your lot.

Code edition and product approval for new roofs

December 31, 2026 is the date the Ninth Edition of the Florida Building Code goes into effect. Any permit application submitted on or after that date must follow it, so a roof planned now but filed later may face different rules.

Under state rules, every roofing product must receive statewide approval before it can be used. Check the approval number against the Florida Building Commission lookup before you buy materials, and make sure that number appears on the permit application.

What warranty does a builder owe on a new Oak Ridge home?

Florida requires a builder to back a newly built home for one year against defects that break the Florida Building Code. That one-year clock begins at whichever comes first: the original transfer of title or the first day anyone lives there.
