The building code edition that will govern your Belle Isle permit

A Belle Isle permit filed today falls under the Eighth Edition, which became effective on the last day of 2023. Permit applications submitted on or after December 31, 2026 will be governed by the Ninth Edition, which takes effect on that date. In Belle Isle, where most roofs sit on homes built in 1977 or earlier, a re-roof filed late in 2026 may fall under the newer rules, so ask the building department which edition it is reviewing under.

Belle Isle permits run through the City's contracted building department, which asks roof permit applicants to attach the Florida Product Approval and the installation instructions. Keep those papers with the plans so the first inspection is not delayed.

What the inspector checks

Deck, underlayment and drip edge for a new roof

Before the roof covering goes on, the framing inspection and the sheathing inspection must both pass. Roof sheathing must be fastened with specified ring shank nails, and the code lets you dry the house in with one of three underlayment methods. Choose the method with your roofer before the sheathing is covered.

  • Drip edge at eaves and gables, fastened at 12 inches on center, or 4 inches on center where wind speeds are 110 mph or more.
  • Lay tile only atop solid sheathing, following either the maker's install guide or the high-wind tile manual.
  • Gutters with downspouts where eaves project less than 6 inches, with downspouts discharging at least 1 foot from the sidewall.

The code lists inspections in order: foundation, framing, sheathing or dry-in, exterior wall coverings, roofing, and final. The roof covering inspection comes after dry-in, so the roof crew should not start until the sheathing is approved.

A roof permit also ties to the Notice of Commencement. Record it and post it on the job site before the first inspection, or the owner may end up paying twice for the work.
