Florida's roof-age law protects the first 15 years: an insurer may not refuse or non-renew a homeowner's policy only because the roof is younger than that. Once a roof passes 15, the insurer has to allow an inspection by an authorized inspector, paid by you, before demanding replacement, and if that report finds five or more years of useful life, roof age by itself is no ground to drop the policy (Fla. Stat. 627.7011(5)).
Citizens Property Insurance sets its own lines by material. Shingle and other soft roofs older than 25 years, and tile, clay, concrete or metal roofs older than 50, need documentation of at least five years of remaining useful life. An untouched shingle roof on a house from 2001, Homestead's median year against the county's 1980, reaches 25 in 2026.
The 4-point form's roof section asks for the covering, the roof's age and remaining life, the date of the last roofing permit, and whether that work was a full or partial replacement, with the percentage replaced. For a Homestead house, the City of Homestead permit file answers several of those lines before the inspector climbs up.

The state's form, OIR-B1-1802 Rev. 04/26, has been in use since April 1, 2026, and a completed report stays valid for up to five years. It opens with the building code era, where the HVHZ has its own SFBC-94 choice, then sorts the house by design wind speed; every Homestead address takes the HVHZ answer.
The roof questions come next: the covering and its Florida or Miami-Dade approval, how the deck is attached, the roof-to-wall connection, the roof's shape, and whether a secondary water barrier is present. The weakest connection sets the grade, from toenails up through clips and wraps to structural anchors, and plain underlayment or hot-mopped felt does not count as a water barrier.
Any credit touches only the hurricane-wind part of the premium, and the amounts come from your insurer or agent, not from the form.

Does a 4-point inspection on a Homestead home need roof photos?
Yes. Citizens' 4-point form asks for photos of each roof slope, and with them the roof section can stand in for the separate Roof Inspection Form. That separate form, RCF-1, must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida home inspector, and it records remaining useful life. Citizens requires the 4-point inspection on properties more than 20 years old, which takes in most Homestead houses, since the median one dates to 2001.

Who can sign a wind mitigation form for a Homestead house?
The statute lists who an insurer must accept: a home inspector holding a state license under 468.8314 who has at least 3 hours of hurricane mitigation training and a proficiency exam, a building code inspector, a general, building or residential contractor, a professional engineer, an architect, or anyone else the insurer recognizes. The signer must inspect personally; only engineers and those contractors may send a direct employee instead. For any of Homestead's 27,474 housing units, the wind region answer is the HVHZ, since the whole county sits in the zone.

How does roof shape affect a Homestead wind mitigation report?
It can change the grade. On OIR-B1-1802, a roof counts as a hip roof only if its non-hip features make up no more than 10% of the total roof perimeter. The form's flat roof answer is reserved for buildings of five or more units where at least 90% of the main roof is under 2:12, so a single-family house with a flat roof is graded Other. That split matters in Homestead, where 20.5% of homes are in buildings of 10 or more units and 39% are detached houses.
