Just 21.8% of Homestead's homes were built before 1980, less than half of Miami-Dade's 49.6%. So a roof replacement in Homestead is more often a re-roof on a house built after Andrew than on an old one, and the code edition behind the current roof decides how far today's rules reach.

Which code your current Homestead roof was built to

Florida drew its re-roofing line at the 2007 edition of the building code, which applied from March 1, 2009. If your roof was built, repaired or replaced to that edition or a later one, only the part you redo must meet today's code, even when it is 25% or more of the roof (Fla. Stat. 553.844(5)). Homes built in 2010 or later, 16.8% of the city's stock, most likely started on that side of the line.

Older roofs carry the cap. In the HVHZ, FBC-B 1521.4 allows no more than 25% of a roof or roof section to be repaired, replaced or recovered in any 12 months unless the whole roof or section is redone. Half of Homestead's houses date to 2001 or earlier, against a county median of 1980, so an original roof on one of them predates the 2007 code. Pull the City of Homestead permit record for the last full re-roof before pricing anything partial.

A full replacement on a site-built single-family home brings two upgrades the Legislature wrote into the re-roof: a secondary water barrier and strengthened roof-deck attachment (Fla. Stat. 553.844(3)). The HVHZ adds that no new system may go over sheathing that is water-soaked, deteriorated or not fastened to the current code (FBC-B 1521.5), so the deck you find at tear-off sets the deck work. Detached houses, the stock those single-family rules were written for, are 39% of Homestead's housing.

From Homestead permit to final inspection

Re-roofs skip plans examination (FBC-B 107), but the HVHZ permit is detailed. The City of Homestead's Building Permits office takes the Uniform Roofing Permit Application with the owner's notification for roofing considerations and a Florida product approval or Miami-Dade Notice of Acceptance for each component (FBC-B 1512.3).

Inspectors then see each stage before the next layer hides it: the underlayment or anchor sheet, the cap sheet, the covering, and for tile set in adhesive or mortar a static uplift test before the final (FBC-B 1512.4).

Applications submitted on or after December 31, 2026 fall under the 9th edition of the Florida Building Code; earlier ones stay on the 8th.

Can My Safe Florida Home help pay for a Homestead re-roof?

Possibly, if the house qualifies and the program is taking applications. Fla. Stat. 215.5586 limits its inspections to site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants carry more conditions, among them a cap on the home's insured value and a build date before 2008. Grants can cover roof work such as deck attachment and a secondary water barrier, and the statute says the program creates no entitlement. In Homestead, 48.3% of occupied homes are owner-occupied and the median house dates to 2001. Check mysafeflhome.com for its current status.

What is the difference between a Miami-Dade NOA and a Florida product approval?

One is statewide, the other is Miami-Dade's own. Florida's approval comes from the Florida Building Commission, which must approve roofing products, and it can be looked up by FL number on floridabuilding.org. A Notice of Acceptance is the county's own, issued after Miami-Dade's Product Control Section reviews a product; it covers use in the county, stops being valid on its printed expiration date, and must be available at the job site if the building official asks.

Does a re-roof reset my Homestead roof's age for insurance?

Yes, once the whole surface is new. Under Fla. Stat. 627.7011(5)(d), a roof's age runs from the last date 100% of its surface was built or replaced. Repairs on an original roof from 2001, the median Homestead build year, leave its age where it was, while a full replacement starts the count again. Keep the final inspection record from the City of Homestead permit file, because that date is what an insurer will ask to see.
