The code lists the inspections in order: foundation, framing once the roof structure and bracing are in place, sheathing alone or with the dry-in, exterior wall coverings and soffit, roofing, then final. New roof sheathing is fastened with ring-shank nails, RSRS-03 (2-1/2 inches by 0.131 inch) in most cases, and the spacing tightens near roof edges, ridges and hips as wind speed and exposure rise. The code then gives three ways to dry in a shingle or metal roof:
- A self-adhering polymer-modified bitumen membrane over the entire deck (ASTM D1970).
- A strip of that membrane, or approved tape, over every deck joint, then underlayment over the whole roof.
- Two layers of approved felt-type underlayment, cap-nailed 12 inches apart in the field and 6 inches at the laps.
Drip edge goes at eaves and gables, fastened at most 12 inches apart, or 4 inches apart where the allowable-stress design wind speed is 110 mph or more or the roof is over 33 feet tall.

The one exception lets a builder install asphalt or fiberglass shingles itself on a new building of its own construction. The 9th edition takes effect December 31, 2026, and every permit application submitted on or after that date must comply with it. Does a new Bradenton house need gutters?
Only in one case under the residential code: gutters with downspouts are required when the eaves project less than 6 inches, except at gable-end rakes or on a roof above another roof. Can a builder use a private inspector instead of the city?
Yes. Under Fla. Stat. 553.791, the owner of a building, or the owner's contractor with explicit written authorization, may choose at any time to use a private provider for plan review or building code inspections. The statute limits that role to building code administrators, engineers and architects who hold the matching state license.
