Re-roofing a house built before the code
The first Florida Building Code took effect on March 1, 2002, and Bradenton's median home was built in 1983. Fewer than one in four of the city's housing units went up after 1999, since 75.9% predate 2000, so the typical re-roof here is on a house framed under the old local codes. Across Manatee County the median home is newer, from 1991, so Bradenton's re-roofs tend to start on older decks than the county's.
Florida wrote its reroof rules with those houses in mind. When the covering is removed from an existing home with a sawn-lumber, plank or wood-panel deck, the deck attachment must meet R908.7.1 and a secondary water barrier goes on under R908.7.2. The table behind R908.7.1 is specific: staples or 6d nails at any spacing, or 8d nails more than 6 inches apart, get supplemental ring-shank nails so nothing is spaced wider than 6 inches.
Nobody can count those nails until the old roof is off. Ask that your quote say how deck re-nailing and any damaged sheathing will be handled; a roofing contractor's legal scope includes deck attachment and sheathing repair during a replacement.
Permit
The city permit desk and two inspections
Bradenton is the county seat, and the City of Bradenton's Building and Permitting Division issues re-roof permits inside city limits. A reroof needs a permit but no plan review. The city then inspects twice: the sheathing and fasteners, at dry-in or on their own visit, and the roofing itself, which at minimum covers dry-in, insulation, roof coverings and flashing.
Timing
Signing before or after December 31, 2026
The 2023 Florida Building Code, 8th edition, has governed permits since December 31, 2023. The 9th edition takes effect on December 31, 2026, and permit applications submitted on or after that date must comply with it. Does my Bradenton re-roof need a secondary water barrier?
Yes, if the old covering is coming off. R908.7.2 requires a secondary water barrier whenever a roof covering is removed and replaced on an existing home. The code allows a fully adhered membrane, taped deck seams under the underlayment, or two layers of approved felt-type underlayment. The state's wind mitigation form counts those same options as a sealed roof deck, though standard underlayment alone does not qualify. If your 1983-era house was last re-roofed before the 2007 rules, ask what is under the shingles now.

Can a new roof go over my old one in Bradenton?
Often not. The residential code requires a full tear-off when the roof already has two or more layers, when the old covering is water-soaked or too deteriorated to hold a new one, or when it is wood shake, slate, clay or cement tile. In the 8th edition the re-cover sections read Reserved, and we found no written rule on whether a building department accepts a shingle overlay. Ask the City of Bradenton's Building and Permitting Division before you plan on one.

Does a full roof replacement reset my roof's age for insurance?
Yes. Under Florida's roof-age law, a roof's age runs from the last date 100% of its surface was built or replaced, or from the first date of a partial replacement once later work brings it to 100%. That matters in a city whose median home was built in 1983. A new roof restarts the 15-year count in Fla. Stat. 627.7011(5), so keep the permit and inspection records with your policy papers.
