Re-roofing an older Brooksville house

Section R908.7 of the Florida Residential Code covers any re-roof on an existing house with a sawn-lumber, plank or wood-panel deck. The deck's attachment has to meet R908.7.1, and a secondary water barrier goes down under R908.7.2, whatever year the house was framed.

On plywood and OSB decks the re-nailing table is exact: staples or 6d nails at any spacing get supplemental ring-shank nails no more than 6 inches apart, and 8d nails spaced wider than 6 inches get filled in to that spacing. Plank decks fall under the same section, so expect the dry-in inspection to look hard at an older Brooksville roof.

Houses in the South Brooksville Avenue Historic District, on the National Register since 1998, add one more step. The city publishes Design Guidelines for Historic Preservation, and they are worth reading before you change the material or color of a roof the street can see.

Permit

The city permit, two inspections and the 25 percent line

Inside city limits, the City of Brooksville Building Division issues the re-roof permit and runs the inspections. Re-roofs skip plan review, but every one gets a sheathing inspection, usually at dry-in, and a final roofing inspection of the dry-in, insulation, covering and flashing.

When only part of a roof is worn, the 25 percent rule decides how far a repair can go. Redoing more than a quarter of a roof or roof section in 12 months means the whole section must meet current code, unless the roof was built to the 2007 Florida Building Code or later, an edition that took effect March 1, 2009.

Can a Brooksville re-roof go over the old shingles?

Sometimes not, and it depends on the old roof. The Florida Residential Code requires a full tear-off when the existing roof is water-soaked or too deteriorated to serve as a base, or when the existing covering is wood shingle or shake, slate, clay, cement or asbestos-cement tile. The 2023 code's roof re-cover sections read "Reserved," and whether a given building department accepts a shingle overlay was not settled in our research, so ask the City of Brooksville Building Division before planning one. On a house built around 1982, a tear-off also lets the inspector see the deck the code now cares about.

How long does a Brooksville re-roof permit stay valid?

Under section 105.4.1 of the Florida Building Code, a permit becomes invalid if work does not start within 6 months of issue, or if the work is suspended or abandoned for 6 months; a job counts as active once it passes an inspection within 180 days. For a house inside city limits, the City of Brooksville Building Division is the office that tracks those dates. Schedule the dry-in inspection soon after the underlayment goes down.

Do the re-roof upgrade rules apply to a Brooksville mobile home?

The statute behind them names site-built houses. Section 553.844(3) told the Florida Building Commission to make a secondary water barrier and stronger deck attachment part of re-roofing site-built single-family homes.
