Tearing off a pre-1980 Hollywood roof
On a house from Hollywood's 1969 median year, the deck is the unknown until the old roof comes off. The HVHZ reroofing section treats it as part of the job: no new system over sheathing that is not fastened to current code, or that is water-soaked or deteriorated, and the sheathing inspection, at dry-in or as its own visit, is where that work gets checked (FBC-B 110.3).
Florida's re-roof statute, 553.844(3), told the state to require a secondary water barrier and stronger deck attachment when a site-built single-family home gets a new roof. Detached houses are 43.5 percent of Hollywood's housing, and for the barrier the reroof rule (R908.7.2) allows the residential underlayment methods or Building code Section 1518.2, which sits in the HVHZ chapters.
Permit
Hollywood permits and the 2009 code line
Development Services issues Hollywood's roof permits. Reroofs are exempt from plan review (FBC-B 107), but the HVHZ Uniform Roofing Permit Application carries the owners notification, fire directory pages, product approvals and detail drawings.
For a partial re-roof, the 25 percent rule in Section 1521.4 applies, and only roofs built to the 2007 code or later, meaning installed from March 1, 2009 on, escape the full-section upgrade under Fla. Stat. 553.844(5). Just 3.4 percent of Hollywood homes date from 2010 or later, so for most houses here the roof's own permit date settles which side of that line it is on.

Does a Hollywood re-roof need historic preservation review?
Only if the house is designated or sits in a historic district. Hollywood runs a Historic Preservation program with its own board, and a new roof that changes material, tile profile or color on a designated property is the kind of change to raise with preservation staff before Development Services gets the building permit application. Ask early: the HVHZ permit lists each product's approval number, so the material choice has to be settled before the permit can be filed.

Does a new roof reset the roof age on a Hollywood house for insurance?
A full replacement does. Florida law counts a roof's age from the last date 100 percent of its surface was built or replaced, or from the date partial jobs together reach 100 percent (Fla. Stat. 627.7011(5)(d)). On a house built around Hollywood's 1969 median year, that makes the re-roof permit, not the house, the date insurers work from, and the 4-point form asks for it. Ask your insurer or agent what the new date means for the premium.

Can a Hollywood house switch to a tile roof?
Often, but check the slope and the structure. In the High-Velocity Hurricane Zone, Table 1515.2 sets a minimum slope of 4:12 for mechanically fastened tile and 2:12 for tile set in mortar or adhesive, and adhesive- or mortar-set tile gets a TAS 106 field uplift test before final. Tile is heavy: one Florida tile maker lists installed field-tile weights of about 770 to 970 pounds per 100 square feet. On the 43.5 percent of Hollywood homes that are detached houses, many were framed decades ago, so ask whether the framing was designed for that load before you choose.
