Yes, when it is sold to protect, repair, waterproof, stop leaks or extend the roof's life; Florida's contractor law puts that kind of coating inside the roofing trade. The code also holds coatings to its fire classification and to material standards, from ASTM D6083 for acrylics to D6694 for silicone. In the High-Velocity Hurricane Zone that makes a coating job permitted work under Section 1512.3, and no new system may go over water-soaked or deteriorated sheathing (1521.5), so a roof soaked during a day like April 12, 2023 needs a moisture check first.

What is a Miami-Dade NOA, and does a Hollywood building need one?
An NOA, or Notice of Acceptance, is Miami-Dade County's product approval document. Its standard wording allows use in Miami-Dade and in other areas where the authority having jurisdiction allows it, voids it after an expiration date and requires a full copy at the job site if the building official asks. Florida runs a separate statewide product approval system, with its own public lookup, and roofing is a mandatory category under Fla. Stat. 553.842(5). For a Hollywood building, the HVHZ permit application lists each product's approval or NOA number, and the City of Hollywood's Development Services decides what it accepts.

How much rain must a Hollywood flat roof be able to drain?
Enough for the 100-year, one-hour storm, which is the rate Florida's plumbing code uses to size storm drainage. NOAA's Atlas 14 puts it at 5.66 inches an hour at Hollywood's Census point. The building code then asks for positive drainage, meaning the roof clears within 48 hours of rain, and secondary overflow drains or scuppers wherever a parapet would trap water if the main drains back up. Real storms can run past the design rate: the airport gauge took 6.15 inches in one hour on April 12, 2023, a day Hollywood was among the cities flooded.
