Re-roofing a 1987 Coral Springs house
Under Section 1521.5 of the Florida Building Code, a new roof system cannot go over sheathing that is not fastened to the current code, or that is water-soaked or deteriorated. Nobody can see a deck's nailing until the old covering is off, so a Coral Springs tear-off doubles as an inspection of the wood beneath it, and the code's sheathing inspection, at dry-in or on a separate visit, is where the city sees that work (FBC-B 110.3).
The statute behind the upgrade dates to 2007. Fla. Stat. 553.844(3) told the Florida Building Commission to make a re-roof on a site-built single-family home include a secondary water barrier and stronger roof-deck attachment. With 48.9 percent of Coral Springs housing in detached single-family houses, that rule reaches about half the city's homes. For the barrier itself, the reroof rule points to either the residential underlayment options or Building code Section 1518.2, part of the HVHZ chapters (R908.7.2).
Permit

The City of Coral Springs Building department issues the permit. Reroofs are exempt from plan review (FBC-B 107), but the HVHZ application still carries product approval numbers, the owners notification and detail drawings. When the contract is above the amount set in Fla. Stat. 713.135, a recorded Notice of Commencement has to be posted at the job before the first inspection, and the permit card warns that skipping it can mean paying twice.
If only part of the roof is failing, the 25 percent rule applies: more than a quarter of a section redone in 12 months brings the whole section to current code (1521.4). Roofs built to the 2007 code or later are spared that full-section upgrade (Fla. Stat. 553.844(5)), and the 2007 code took effect March 1, 2009, so a Coral Springs roof last replaced right after Wilma, in 2005 or 2006, does not qualify.

Will a new roof change my Coral Springs wind mitigation report?
It changes what the report describes. The state's form, OIR-B1-1802 (Rev. 04/26), stays valid for up to five years only if no material changes are made to the house, and a re-roof changes items it grades, such as deck attachment and secondary water resistance. Standard underlayment or hot-mopped felt alone does not count as secondary water resistance on the form; a fully adhered membrane or taped deck seams can. Owners occupy 60.3 percent of Coral Springs homes, and those owners can ask their insurer whether a new form after the re-roof would change the premium.

Which roof types fit HVHZ rules on a Coral Springs house?
Shingle, tile and metal all have a path, but the slope and the paperwork differ. In the High-Velocity Hurricane Zone, Table 1515.2 sets minimum slopes such as 4:12 for mechanically fastened tile, 2:12 for mortar- or adhesive-set tile and 2:12 for architectural metal panels, and standing-seam panels that pass the ASTM E2140 leakage test can go as low as 1:12. Adhesive- and mortar-set tile also gets a field uplift test under TAS 106 before final. Whatever you choose, its product approval or Notice of Acceptance number goes on the permit application the City of Coral Springs reviews.

Can I get state help with a roof upgrade in Coral Springs?
Possibly, through the My Safe Florida Home program. Fla. Stat. 215.5586 sets it up for site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants can go toward roof-deck attachment, a secondary water barrier, roof-to-wall connections or a new covering, subject to a pre-2008 build date and other conditions. With Coral Springs' median home built in 1987 and owners living in 60.3 percent of occupied homes, many houses here clear the first tests. The program's own site says whether applications are open; that was not confirmed when this page was written.
