Why early-1980s Titusville houses re-roof the way they do

Every one of those houses predates Florida's single statewide building code. The first Florida Building Code replaced local codes on March 1, 2002, after Hurricane Andrew exposed the old patchwork, so the deck under an older Titusville roof was nailed to whatever the local rule said when the house went up.

The re-roof is where today's code catches up. With the covering off, a plywood or OSB deck held by staples or 6d nails gets supplemental ring-shank nails at 6 inches on center or closer, and a secondary water barrier is installed before the new covering. With 45.5% of the city's homes built before 1980, expect both on most jobs here.

The code also decides whether old layers may stay. All of them must come off if the roof already has two or more coverings, if it is water-soaked or too worn to serve as a base, or if the existing covering is tile, slate or wood shake.

The 2007-code exception and an original Titusville roof

Florida lets you replace 25% or more of a roof and bring only the new part to current code, but only when the existing roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition (Fla. Stat. 553.844(5)). That edition took effect on March 1, 2009. A Titusville roof last replaced before then gets no such break, so a large storm repair can turn into a full re-roof.

The permit comes from the City of Titusville Building Department, or from Brevard County for addresses outside the city. A re-roof needs no plans review. Inspectors check the sheathing and its fasteners, then the dry-in, insulation, covering and flashing. Can a new roof go over my old one in Titusville?

Often not, on an older house. The Florida Building Code requires a tear-off when the roof already carries two or more coverings, when it is water-soaked or too worn to be a base, or when the old covering is tile, slate or wood shake. The 8th edition's re-cover sections read 'Reserved', so ask the City of Titusville Building Department whether it accepts a shingle overlay at all. On a house from the city's 1982 median year, count the layers at the eave first.

Can the old flashing be reused on a Titusville re-roof?

Only if it is sound. The Florida Building Code bars reinstalling rusted, damaged or deteriorated vent flashing, metal edging, drain outlets, collars and counterflashing. What must a Titusville roofing contract include?

Two notices required by Fla. Stat. 489.147. One says the contractor may not offer a rebate, gift, cash, deductible waiver or anything of value for allowing a roof inspection or for making an insurance claim; if it is missing, the owner may void the contract within 10 days. The other, in bold 14-point type on the signature page, tells the owner to check coverage with the insurer before signing if the work relates to a claim. Both apply to re-roofs permitted by the City of Titusville Building Department, as everywhere in Florida.
