Local know-how
A new roof among Titusville's older houses
A new house here is roofed to a very different standard from the 1982 median home next door. Roof sheathing goes on with ring-shank nails, RSRS-03 at 2-1/2 by 0.131 inch, and the spacing tightens near edges, ridges and hips as the design wind speed and exposure rise. Brevard County's address-level wind maps give the speed.
The dry-in has three code paths for shingle and metal roofs: a self-adhering membrane over the whole deck; a membrane strip or tape on every deck joint under a full underlayment; or two layers of felt-type underlayment, cap-nailed 12 inches apart in the field and 6 at the laps.
The City of Titusville Building Department inspects the roof in stages: at framing, including trusses, bracing and connectors; at sheathing, alone or with the dry-in; and at the roofing inspection, which covers dry-in, insulation, coverings and flashing, before the final.
Code edition
The 9th edition and private inspections
The 8th edition of the Florida Building Code took effect December 31, 2023. The 9th edition takes over on December 31, 2026, and every permit application submitted on or after that date must meet it. For a Titusville lot in planning now, the submission date decides which book applies.
Owners, or their contractor with the owner's written authorization, may use a private provider for plan review or building inspections under Fla. Stat. 553.791. A private provider is a building code administrator, engineer or architect holding the matching state license.
Questions
New construction roofing in Titusville: questions
Does a new Titusville house need gutters?
It does if the eaves project less than 6 inches. The Florida Building Code requires gutters with downspouts on those buildings, except at gable-end rakes or on a roof above another roof, and the downspouts must discharge at least 1 foot from the wall. With 55.20 inches of rain a year at Titusville's station, a short-eave house without them sends that water against the foundation.

Can my builder shingle a new Titusville house without a roofing contractor?
Yes, in one case. Fla. Stat. 489.113(3) makes general, building and residential contractors subcontract roofing unless they hold a roofing certificate or registration, but it lets them install asphalt or fiberglass shingles, or wood shingles and shakes, on a new building of their own construction. A tile, metal or membrane roof on that same house still has to be subcontracted out. The permit and inspections still run through the City of Titusville Building Department.

How much attic ventilation does a new Titusville roof need?
The code's base rule is net free vent area of at least 1/150 of the vented space, or 1/300 when 40% to 50% of it sits in upper vents within 3 feet of the ridge and the rest in the bottom third. Keep at least 1 inch of air space between insulation and sheathing at the vents. R806.5 also permits a sealed attic with no vents at all, under its own conditions. Titusville logs 76.7 days a year at 90°F or hotter, so attic heat is worth designing for.
