Which code edition a Cocoa Beach permit faces
Two Florida Building Code editions matter for a Cocoa Beach start date. Plans filed before December 31, 2026 are reviewed under the 2023 book, which has been in force since the end of 2023. Anything submitted on or after that 2026 date falls under the Ninth Edition. File with the City of Cocoa Beach Building Division early if you want the older rules.
Brevard County sits outside the High-Velocity Hurricane Zone, so the stricter Miami-Dade and Broward roofing rules do not apply to your lot. The county does publish address-level wind speed maps by risk category for permitting. Pull the number for your address before you choose a deck nailing pattern or a roof covering.
Every roof product needs statewide approval under Fla. Stat. 553.842(5). You can look up any product by its FL number on the Florida Building Commission search, and that number belongs on your permit paperwork.

Sheathing is fastened with ring shank nails. The residential code names RSRS-03 nails, 2 1/2 inches long, and allows RSRS-01 or RSRS-04 where the panels are 15/32 inch or thinner. Cocoa Beach recorded a 77 mph gust in Hurricane Matthew in 2016, so a deck nailed to the book matters here.
- Cover the entire deck with self-adhering polymer-modified bitumen underlayment.
- Tape every deck joint with a strip at least 3 3/4 inches wide, then lay approved underlayment over the whole roof.
- Apply two layers of felt-type underlayment, fastened 12 inches on center in the field and 6 inches at laps.
Drip edge goes over the underlayment at eaves and gables, fastened at 12 inches on center. Where design wind speed is 110 mph or more, or the roof is taller than 33 feet, the spacing tightens to 4 inches. Confirm your lot's wind speed on the county map before ordering metal.

Inspections run in a set order: foundation, framing, sheathing, exterior walls and soffit, roofing, final. The sheathing visit checks fasteners and dry-in. The roofing visit checks dry-in, flashing and the covering. Book the roofer after sheathing passes, because the covering cannot be inspected before the deck is.
Who installs matters. A builder may put asphalt shingles on its own new building, but tile, metal and membrane go to a certified or registered roofing contractor. Florida law also bars a general contractor from advertising as a roofer without that roofing license. You may hire a private provider for plan review or inspections, with your written authorization.
Record your Notice of Commencement and post it on site before the first inspection, or you risk paying twice for the work. The permit also expires if no work starts within 180 days of issue. With a county median build year of 1988, many local inspectors see mostly re-roofs, so confirm timing with the building office early.

Do new homes in Cocoa Beach get a builder warranty on the roof?
Florida law now requires one, with limits. A builder must cover a newly built home for 1 year against defects in equipment, material or workmanship that create a material Building Code violation. The statute carves out ordinary wear, settling, damage the owner caused and natural disasters. The year starts at conveyance of title or first occupancy, whichever comes first. With only 1.8 percent of Cocoa Beach homes built since 2010, read your contract carefully.

What does the 25% rule mean for a roof on a new build?
It applies to existing roofs, not to a roof you are building new. The rule says no more than 25 percent of a roof section may be repaired, replaced or recovered in 12 months unless the whole section is replaced. A carve-out exists for roofs already built or replaced to the 2007 code or a later edition. With only 1.8 percent of Cocoa Beach homes built since 2010, the rule matters mostly for older neighbors.

Often yes. Under the residential code, a house with eaves projecting less than 6 inches needs gutters and downspouts, unless the run is a gable end rake or a roof sitting above another roof.
