Which code applies to a Cocoa Beach commercial roof
Cocoa Beach sits in Brevard County, outside the two counties that make up the High-Velocity Hurricane Zone. You follow the standard Florida Building Code, not the HVHZ roofing chapter. Be careful with bids that cite Miami-Dade product notices, because those are accepted elsewhere only where the local building official allows it.
The Eighth Edition of the code has applied since the last day of 2023. The Ninth Edition arrives on December 31, 2026, and a Cocoa Beach application submitted that day or later is reviewed under it. If your board wants the older edition, file the permit application before that date.
Commercial roofs fall under the same 25 percent rule. Work on more than a quarter of one roof section within 12 months pulls the whole section into replacement or recovery. An exception applies when the existing roof already met the 2007 code or a later edition.

Built-up, modified bitumen, single-ply and spray foam roofs each need a minimum design slope of one-fourth unit in 12 on new work. Ask every bidder which system they price and what slope the deck gives. Single-ply bids should name the ASTM standard, such as D6878 for TPO.
Water is 69.3 percent of this city's total area, and Brevard County sees about 50 inches of rain a year. If a parapet can trap water, the code calls for secondary overflow drains or scuppers. Recovering over the old roof is barred where it is water soaked or already has two layers.

What is the 25% roof rule in Florida for a commercial building?
Once more than 25 percent of a roof section is repaired, replaced or recovered inside a 12-month window, the entire section must be replaced or recovered. An exception applies when the existing roof was built or repaired under the 2007 Florida Building Code or later.
