What a 1975 median build year means for your roof

Only 1.8 percent of homes here were built in 2010 or later, against 10.9 percent countywide. Brevard County's median build year is 1988, so Cocoa Beach housing runs about 13 years older by our arithmetic. Your house is more likely to carry old decking and older nailing patterns.

Insurance age rules matter on houses like these. Citizens Property Insurance wants proof of five or more years of remaining life on a shingle roof past 25 years of age, and on a tile, concrete or metal roof past 50. Ask your insurer or agent which test applies to your policy.

Roofs here take wind. A tornado came ashore in Cocoa Beach on Oct. 9, 2024, and caused partial roof loss in one residential area. Hurricane Matthew produced a 77 mph gust here in 2016.

Permit rules

Permit, inspections and the 25 percent rule

The City of Cocoa Beach Building Division issues roof permits for homes inside city limits. Confirm current forms and fees with that office before work starts.

The 25 percent rule says no more than a quarter of a roof or roof section may be repaired or replaced in any 12-month period unless the whole covering is replaced. One exception exists for roofs already done to the 2007 Florida Building Code or a later edition. In that case, current code applies only to the part you are repairing.

A Notice of Commencement must be recorded and posted on the job site before the first inspection. If you skip it, you may end up paying twice for the work. The permit also lapses if work does not start within 6 months, or stops for 6 months.

Deck work and who may do it

Florida law counts required roof-deck attachment, and repair or replacement of rotted sheathing found during the job, as part of roofing contractor work. Plan for deck repairs on a 1975 house, because you cannot see the wood until the old roof is off.

A general contractor may not hold itself out as a roofing contractor without a roofing certification or registration. Before signing, check the contractor's state license for the roofing category. The State of Florida lookup is the place to do it.

What is the 25% roof rule in Florida?

It limits repair or replacement to 25 percent of a roof or roof section in any 12-month period, unless the whole covering is replaced. If your roof was built or replaced under the 2007 code or later, current code reaches only the part being redone. With a median build year of 1975 here, many Cocoa Beach roofs will not qualify. Ask the Cocoa Beach Building Division how it applies to your house.

Who handles roofing permits in Cocoa Beach?

The City of Cocoa Beach Building Division handles them. A new roof needs a permit, and the code requires a Notice of Commencement to be recorded and posted before the first inspection. Call or visit the division to confirm current forms before your contractor files.

Will my insurer require a roof inspection on an older home?

It may. Under Florida law, for a roof 15 years or older, an insurer must let you have an authorized inspector check it at your expense. It may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left. Most Cocoa Beach housing predates 1980, so ask your insurer or agent what documentation they want.
