What new roof work in Cape Canaveral has to meet

Cape Canaveral's Building Division issues the roof permit, so start there before you order materials. December 31, 2023 is the date the Eighth Edition of the Florida Building Code became effective. The Ninth Edition takes over for permit applications and plans submitted on or after December 31, 2026, and those must comply with it in full.

Deck and underlayment rules matter most on a new roof here. Shingle, metal and similar roofs have three dry-in choices. The first covers the whole deck with self-adhering membrane. The second seals each deck joint with a taped strip under an approved underlayment. The third uses two layers of felt fastened to a set pattern. Check which one your plans call for before the sheathing goes up.

Who may install a roof, and which products must carry approval

Roofing falls under mandatory statewide product approval in Florida. Find the Florida Building Commission approval number on the product and search it by FL number or manufacturer. Write that approval number and the owner notification onto the permit application when you file.

Who installs the roof depends on the material. On a new building it owns, a builder is allowed to put down asphalt shingles itself. Installing tile, metal or membrane roofing requires a contractor who holds certification or registration as a roofer. Without that certification or registration, a general contractor may not present itself as a roofer in its advertising.

Inspections follow a set order: foundation, framing, sheathing, exterior coverings, roofing, then final. The sheathing inspection can be done as part of a dry-in check or separately once all roof and wall sheathing and fasteners are complete. Book the roofing inspection only after underlayment, flashing and drip edge are in place.

A permit expires if work does not start within 6 months of issuance, or if it sits suspended for 6 months. A job stays active so long as a passed inspection falls within the last 180 days. Track those dates against your build schedule so the roof does not stall.
