New construction roofing in Rockledge, FL

Only 13.8 percent of Rockledge homes were built in 2010 or later, so most of the city's roofs predate today's wind and deck rules. If you are building new here, the code edition on your permit application decides which standards apply to your roof. Start that conversation with the building office before you choose materials.

Code and permits

Finding the code edition that governs a new roof in Rockledge

December 31, 2023 is the date the Eighth Edition of the 2023 Florida Building Code went into force. By December 31, 2026, the Ninth Edition will be the one in effect. Any permit application or plan submitted on or after that date must follow the Ninth Edition. Ask the City of Rockledge Building Division which edition it applies to your job before you sign a contract.

For shingle roofs, Rockledge asks for a Re-roof Supplement Form and a Deck Nailing Affidavit. Flat, metal and tile roofs carry added items on top of those. Gather these before the first inspection, because the building office will not schedule work without them.

What gets inspected

Roof sheathing must be fastened with ASTM F1667 RSRS-03 ring shank nails, where sheathing is 15/32 inch or thicker. The sheathing and fasteners are inspected before the roof covering goes on, either as part of a dry-in inspection or on request once all roof and wall sheathing is complete.

  • Foundation inspection
  • Framing, including trusses and bracing, after the roof frame is in place
  • Sheathing and dry-in, with fasteners complete
  • Roof coverings and flashing
  • Final inspection

Shingle roofs need a drip edge at eaves and gables, fastened 12 inches on center. In areas with design wind speed of 110 mph or more, or roof heights above 33 feet, the spacing tightens to 4 inches. Tile must go over solid sheathing and follow the manufacturer's instructions.

Choosing materials and crews

Product approval and who may do the roofing work

Roofing products must carry a statewide product approval. Look up the FL number through the Florida Building Commission product approval search before you accept a material. A product may not be marketed as wind or debris protection unless it is approved under that statute.

If you are building your own new structure, you may lay asphalt shingles yourself. Tile, metal and membrane roofs go to a roofing contractor certified or registered with the state. Without that certification, a general contractor cannot market itself as a roofer.

What is the new law in Florida about roofs?

For new homes, Fla. Stat. 553.837 requires a builder to warrant the home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. The 1-year period starts at original conveyance of title or initial occupancy, whichever comes first. Covered losses leave out ordinary aging, ground settling, defects you caused yourself, and acts of nature. Ask your builder for the written terms and check them against the statute. Many homes in our area were built around 1990, so older roofs may fall outside this protection entirely and should be reviewed on their own terms.

Does my new Rockledge roof need gutters?

Florida requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable end rakes or where one roof sits above another. Set downspout outlets at least a foot away from the wall they run along. Rockledge homes are a good example of this rule at work, since many were built around 1990, when the local stock was already subject to these drainage standards. Confirm the gutter layout with the building office during plan review.

Can I use a private provider for my Rockledge roof inspections?

The owner of a building, or the owner's contractor with written authorization, may choose a private provider for plan review or building code inspections at any time. Whoever provides the service must hold a license as a building code administrator, an engineer, or an architect. Rockledge's housing stock is older than many Florida cities, with a median build year of 1990 (margin of error ±2), so inspections on older roofs can be especially useful. Discuss this with your builder and confirm that the City of Rockledge accepts the provider's inspection reports before you sign any contract.
