Florida Building Code section 1511.1.1 says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole section is replaced. One exception applies. If the existing roof was built or replaced to the 2007 code or a later edition, only the new portion must meet current code. Florida Statute 553.844(5) bars local governments from amending that exception.

Paperwork follows the permit. The permit card warns that skipping a recorded Notice of Commencement may mean paying twice, and your first inspection will not go forward without that notice on site. The clock also runs on you: the code voids a permit if no work starts within 6 months.

A replacement is the time to deal with the roof deck. Florida law counts required roof-deck attachments, and repair or replacement of wood sheathing found during the job, as roofing contractor work.
