Is there a Florida program that helps pay for a new roof?

There is one state program: My Safe Florida Home, created by Fla. Stat. 215.5586. Its matching grants can go toward roof-deck attachment, a secondary water barrier, roof-to-wall connections and a new roof covering, but only for site-built, owner-occupied single-family homes with a homestead exemption built before 2008, among other conditions. That leaves out South Bradenton's mobile homes, 24.9% of its housing, and the statute says the program creates no entitlement. Can old tiles or metal be reused on a South Bradenton re-roof?
