December 31, 2023 is the date the Eighth Edition of the Florida Building Code became effective. The Ninth Edition becomes effective December 31, 2026, and every application submitted on or after that date must meet it. Englewood's median home dates to 1982, so most neighbors on your street were built under far older rules.

A new roof comes down to three things: the deck, the underlayment and a product that has been approved
Roof sheathing on a new home is fastened with ring shank nails, 2 1/2 inches by 0.131 inch for most decks. Inspectors check the nails before the roof covering goes on. A shingle or metal roof must then be dried in one of three ways: self-adhering membrane over the whole deck, tape or membrane strips over every deck joint plus underlayment, or two layers of felt-type underlayment.
At eaves and gables, the underlayment is laid first and the drip edge goes on top of it. Roofing is a mandatory statewide product-approval category, so the products on your permit must carry a Florida product approval number. You can look any number up in the Florida Building Commission search.
Helene put 4 to 6 feet of water above ground level between Venice and south of Englewood in 2024. Water that high is a flood matter, not a roof matter, so ask Sarasota County which flood rules apply to your lot.
Inspections
Scheduling the roof with the build
Inspections are listed in the code in this sequence: foundation, framing, sheathing, exterior wall coverings, roofing, then final. A dry-in can include the sheathing inspection, or the sheathing can be inspected on its own. Sarasota County offers virtual re-roof inspections for dry-in and roof in progress through VuSpex, but that option is listed for re-roof permits, so ask whether it covers new construction.
Asphalt shingles may be installed by a general contractor only when the building is new and the contractor built it. A certified or registered roofing contractor has to handle any job that involves tile, metal or membrane. Before the first inspection happens, you should have the Notice of Commencement recorded. According to the warning on the permit card, leaving that step out can leave you paying twice.

A shingle or metal roof needs one of three dry-in methods. The first option is a self-adhering membrane covering the whole deck. A second option uses a strip at least 3 3/4 inches wide over each deck joint, with underlayment laid across the entire roof afterward. In the third, two layers of felt-type underlayment go on, fastened 12 inches apart across the field. Ask Sarasota County which method your plans must show.

Does my builder cover a new roof for a year?
Yes, in most cases. Florida Statute 553.837, in force since July 1, 2025, makes a builder warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material Building Code violation. Normal wear and tear, settling, owner-caused defects and acts of God such as a hurricane are excluded. The median home here was built in 1982, so many local roofs are well past any builder coverage, and only a recent build falls under this rule. Ask the builder in writing what the warranty covers, and go through your contract yourself.

Who may install shingles on a new Englewood house?
On a new building it built itself, a general, building or residential contractor can put on asphalt or fiberglass shingles. Anything else, including tile and metal, must go to a certified or registered roofing contractor. Check the state license of whoever signs your roofing contract.
