New construction roofing in Highland City, FL
22.5 percent of homes in Highland City were built in 2010 or later, according to the Census Bureau's 2024 five-year survey. That share is high enough that new roofs here are a common job. If you are building or buying a new home, the roof is inspected at set points, and the code edition on your permit decides which rules apply.

Code and timing
Figuring out which edition of the building code applies to your roof permit
The code edition in force on the Highland City filing date sets the rules for your roof. The Eighth Edition became effective on December 31, 2023. The Ninth Edition takes effect December 31, 2026, so a filing made after that date will be reviewed under it, and the filing date matters more than the start date of work.
Permits for roof work in unincorporated Polk County go through the county building division, not a city office. Confirm the current application and edition with that office before you file, since Highland City is not a municipality.
Inspections
What inspectors check on a new roof here
Inspections run in this sequence: foundation, then framing, sheathing, exterior wall coverings and soffit, roofing, and finally the final inspection. The sheathing inspection can be done as part of a dry-in inspection once all roof and wall sheathing and fasteners are complete. Inspectors then look at the roof itself before the final.
- Ring shank nails of the type listed must secure the roof sheathing.
- Dry-in underlayment installed by one of three approved methods
- Shingle drip edge fastened at the spacing set for your wind speed
- Downspouts and gutters should empty at least 1 foot away from the wall.
Materials and contractors
Product approval and who installs the roof
Roofing is a statewide product approval category. Check the approval number on the product against the Florida Building Commission lookup before the roof goes on. A product may not be sold as wind or debris protection unless it is approved under that statute.
A general contractor may install asphalt or fiberglass shingles on a new building it builds itself. Roofs made of tile, metal, or membrane require a contractor who holds certification or registration as a roofer. Ask to see the license before work begins.
Questions
New construction roofing in Highland City: questions
Who issues roof permits in Highland City, FL?
The Polk County Building Division issues them, because Highland City is an unincorporated census-designated place rather than a municipality. The division's permit office handles the application, plan review and inspection schedule. Ask them which code edition applies to your filing date before you submit. If a permit is filed on or after December 31, 2026, the Ninth Edition applies to it.

How long does a roof permit stay valid?
A permit lapses when work fails to begin within 6 months of issuance, or when work halts for a full 6 months. Work is considered ongoing when an inspection gets approved within 180 days. Unless work is pursued in good faith, an application may be treated as abandoned 180 days after filing. Keep inspections moving so the permit does not lapse during a build in a town where 22.5 percent of homes are recent.

Is a builder required to warrant a new home's roof?
Florida statute, effective July 1, 2025, obligates a builder to protect a newly built home for 1 year against equipment, material, or workmanship defects that produce a material violation of the Florida Building Code. The coverage excludes normal wear and tear, settling, owner-caused defects and natural disasters. Read your contract for the start date, which is the earlier of conveyance of title or initial occupancy.
