Which building code edition applies to the roof you are replacing

Right now, the 2023 Florida Building Code, Eighth Edition, is what applies. The Ninth Edition takes effect December 31, 2026, and any permit application submitted on or after that date must meet it. If your West Lealman build will be filed in the next months, ask the county which edition applies to your permit set before the drawings are final.

Your permit clock matters too. Under the code a permit lapses if work does not start within 6 months of issuance, and a permit can be abandoned after 180 days from filing unless work moves forward in good faith. Plan the roof phase so the framing and sheathing inspections happen inside those windows.

  • Check any approval number with the Florida Building Commission product approval search by FL number or manufacturer.
  • Drip edge at the eaves and gables must be fastened at 12 inches on center, or 4 inches where design wind speed is 110 mph or more.

Tile needs solid sheathing unless it is tested otherwise, and it must follow the manufacturer's instructions or the high-wind tile installation manual. Ask your roofer to confirm this before the sheathing inspection, because a deck built for shingles may not carry tile.

Each inspection happens in sequence: foundation, then framing, sheathing, exterior wall coverings and soffit, roofing, and finally the closing inspection. The roof work sits between framing and final, so a delay in trusses or sheathing pushes every later inspection back. Book the sheathing inspection as soon as the deck and fasteners are complete.

Roofs on newer homes also need gutters where eaves project less than 6 inches, with downspouts that discharge at least 1 foot from the sidewall. Confirm this with the roofer and the building office, since the final inspection will check it.

Who can install the roof on a new home in Pinellas County?

A general contractor without its own roofing certificate or registration must pass the roofing work to a subcontractor who holds one. The contractor may install asphalt or fiberglass shingles itself only on a new building of its own construction. Projects involving tile, metal or membrane roofing are assigned to a roofing contractor holding certification or registration. Many homes in the county are older, since the median year homes were built is 1973, so roof work on existing structures follows the same licensing rules when a new roof is installed.

Does the builder have to warrant my new home's roof?

Since July 1, 2025, Fla. Stat. 553.837 requires a builder to cover a newly constructed home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Under the statute, normal wear and tear, settling, defects caused by the owner and natural disasters are not covered. Check your contract and ask the builder to explain what it covers.
