That 8.4% comes to roughly one home in twelve, set among a housing stock whose median year is 1969. Pinellas County's 2010-or-later share is 5.8%, so the city builds a little faster than the county, from a much older base.

Permits come from the City of St. Petersburg's Building Permits office. If the lot is in one of the city's 11 local historic districts, exterior work there needs a Certificate of Appropriateness, so settle the roof's look before the drawings are final.

Many lots sit close to open water, which covers 51.6% of the city's area. The code's wind-borne debris region takes in land within 1 mile of the coast where the design wind speed is 130 mph or more with open-water exposure, and anywhere at 140 mph or more. A St. Petersburg permit issued today falls under the 8th edition of the Florida Building Code (2023), in force since December 31, 2023. On December 31, 2026 the 9th edition takes over for every application and plan submitted from that day on, so a build still in design should know which side of that date its paperwork will land on.

The code lists inspections in order: foundation, framing with trusses and connectors, sheathing (often as part of a dry-in inspection), exterior walls and soffits, the roofing inspection, then final (FBC-B 110.3). For shingle and metal roofs the dry-in is one of three underlayment methods, the first being a self-adhered membrane over the whole deck (FBCR R905.1.1.1).

Two laws shape the contract. Roofing on a new home goes to a roofing contractor unless the general contractor holds a roofing certificate, and a builder may install asphalt or wood shingles itself only on a building of its own construction (Fla. Stat. 489.113(3)). Since July 1, 2025, a builder must also stand behind a new home for one year against defects in equipment, material or workmanship that materially violate the building code (Fla. Stat. 553.837).

Which code applies to a new St. Petersburg house permitted in 2027?

The 9th edition of the Florida Building Code governs any application or plan submitted on or after December 31, 2026, the day it takes effect. In St. Petersburg the application goes to the City of St. Petersburg's Building Permits office, so the date your application is submitted there is the one that counts. If your plans were drawn to the 8th edition and the submission slips past that date, have the designer check the roof details against the new edition.

Does a new St. Petersburg home need gutters?

It does if the eaves are short. The residential code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable rakes or on a roof above another roof, and downspouts must discharge at least 1 foot from the wall (FBCR R318.5). With about 52.48 inches of normal yearly rain at St. Petersburg, drawing gutters and downspout outlets in at the start is simpler than adding them after the landscaping is in.

Can a St. Petersburg builder install the roof on a new home itself?

Only shingles, and only on its own building. Florida's contracting law, Fla. Stat. 489.113(3), sends the roofing on a builder's job to a roofing contractor unless the builder itself carries a roofing certificate or registration. The exception lets it install asphalt, fiberglass or wood shingles on a new building of its own construction. Tile, metal and membrane work stays with a roofing contractor. With only 8.4% of St. Petersburg homes built since 2010, a new house here is often a one-off build, so ask early who will install the roof.
