Right now, the Eighth Edition of the 2023 Florida Building Code is the one in effect. Starting December 31, 2026, the Ninth Edition becomes mandatory, so any permit application or plan filed on or after that date has to comply with it. South Pasadena issues its own roof permits through the City of South Pasadena Community Improvement Department. That office, not Pinellas County, reviews plans for a new roof inside city limits. Ask it which edition it is applying to your filing before you commit to a schedule.

What the rules require for decking, underlayment, and fasteners on a new roof
Roof sheathing must be fastened with specified ring shank nails, and the code names the nail type and size. For shingle, metal and similar roofs, the deck must be dried in with one of three underlayment methods: a full self-adhering membrane, a taped joint strip beneath an approved underlayment, or two layers of approved felt fastened at set spacing.
- Shingle drip edge at eaves and gables is nailed every 12 inches, or every 4 inches where wind speeds or roof height are higher.
- Tile goes only over solid sheathing unless the product is tested for other decks.
- Gutters with downspouts are required where eaves project less than 6 inches, and downspouts must discharge at least 1 foot from the wall.

Roofing products used in Florida must carry statewide product approval, and that approval number belongs on the permit. You can check any product number yourself in the Florida Building Commission product approval search. A roof on a new home must be installed by a certified or registered roofing contractor, except that a builder may put down asphalt shingles on its own new building.
Inspections follow a set order: framing, then sheathing or dry-in, then the roof covering with its flashing, then final. The roof covering inspection cannot be passed before the dry-in is complete. Build the roof schedule around these steps, and confirm the sequence with the city office before framing starts.

Who can install a new roof on a new house in Florida?
Unless a general or building contractor holds a roofing certificate or registration, it has to hand the roofing work to a subcontractor. The only exception is asphalt or fiberglass shingles, and wood shingles and shakes, on a new building the contractor built itself. Projects using tile, metal, or membrane materials call for a roofing contractor who is either certified or registered. Many homes in this area were built around 1978, so older roofs are common and the same rules apply when replacing them. Ask to see the license before hiring anyone for the roof.

Since July 1, 2025, Florida law requires a builder to cover a newly constructed home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code.
