Why older St. Petersburg roofs draw insurer questions

NRCA says most new roofs are designed for about 20 years of service. In a city with a 1969 median build year and only 8.4% of homes built since 2010, most roofs are replacements. For insurance, a roof's age runs from the last time 100% of its surface was built or replaced (Fla. Stat. 627.7011(5)(d)).

The 15-year rule works in two steps. An insurer may not refuse or non-renew a homeowner's policy only because the roof is under 15 years old. Once a roof is 15 or older, the insurer must let you have an authorized inspector check it at your expense, and it may not refuse you on age alone if that inspection shows at least 5 years of useful life left (Fla. Stat. 627.7011(5)).

Citizens, the state-created insurer, sets its own lines. Applications for homes more than 20 years old need a 4-point inspection, and roofs past 25 years for shingle or 50 years for tile and metal need proof of at least five years of remaining life. Countywide the share built before 2000 is 87.5%, so the city is typical of Pinellas here.

The forms

What the 4-point and wind mitigation forms ask about a roof

The 4-point form's roof section records the covering, its age and remaining useful life, and the date of the last roofing permit. It also carries a damage list: cracking, curling, granule loss, exposed felt, missing or cracked tabs or tiles, soft decking, hail marks, and leaks in the attic or on ceilings.

The wind mitigation form, OIR-B1-1802 (Rev. 04/26), asks for the building code era, the deck's nailing, the roof-to-wall connection and whether a secondary water barrier is present. A 1969 house predates both code-era choices on the form, but a re-roof under today's code can change its deck and water-barrier answers.

Insurers must offer credits for features that cut windstorm loss, such as roof strength and roof-to-wall strength (Fla. Stat. 627.0629(1)); the state's notice says they apply only to the hurricane-wind part of a policy. If the inspection ends in a re-roof on a house in Mirror Lake or another of the city's 11 historic districts, the exterior change needs a Certificate of Appropriateness first.

Can my insurer drop my St. Petersburg home over a 15-year-old roof?

Not on age alone, if the roof checks out. Under Fla. Stat. 627.7011(5), once a roof reaches 15 years the insurer must let you have an authorized inspector look at it at your expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left. Citizens requires a 4-point inspection, covering electrical, plumbing, HVAC and the roof, for owner, dwelling and mobile home applications on properties older than 20 years. Every home built before 2000 is now past that mark, and that is 85.7% of St. Petersburg's housing. The roof section asks for the covering, age, remaining life and visible damage, so curling, granule loss or soft decking will show up on the form.

How long is a wind mitigation report good for in St. Petersburg?

Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), effective April 1, 2026, stays valid for five years if no material changes are made to the structure and no inaccuracies turn up. A re-roof is a material change worth a new report, because today's code can add a qualifying secondary water barrier and better deck nailing. Standard underlayment or hot-mopped felt does not count as that barrier on the form. In a city where 70.1% of homes predate 1980, a re-roof can change several answers at once.
