Re-roofing where 70.1% of homes predate 1980
Seven in ten St. Petersburg homes (70.1%) were built before 1980, and 85.7% before 2000. Florida's first statewide code replaced the local codes on March 1, 2002, after Hurricane Andrew showed the old local system fell short. The decks under most of the city's roofs were fastened under rules that are no longer on the books.
That history surfaces at tear-off. When the old covering comes off a plywood, plank or sawn-lumber deck, the residential code requires the deck attachment to meet R908.7.1 and a secondary water barrier to go down (FBCR R908.7). On plywood held by staples or 6d nails, extra ring-shank nails go in no more than 6 inches apart; 8d nails already at 6 inches or closer need nothing added.
Pinellas County's housing has a median year of 1977, so the city runs about eight years older than the county around it. On a 1960s house, leave room in the plan for deck work: if the tear-off shows the nailing falls short, adding fasteners is code work, not an upsell.
Permit
The St. Petersburg permit, two inspections and the 2007 line
A re-roof needs a permit (FBC-B 105.1), and here it comes from the City of St. Petersburg's Building Permits office. The city's HB 803 permit exemption excludes roofing, so there is no shortcut for a roof. Plans review is not required for a re-roof (FBC-B 107), but two inspections are: a sheathing inspection, often made at dry-in, and a roofing inspection covering dry-in, insulation, coverings and flashing (FBC-B 110.3).
Historic districts add a step. In each of the city's 11 local historic districts, including Mirror Lake, created December 12, 2024, a permit for exterior work requires a Certificate of Appropriateness.
One more date shapes future repairs. If a roof was built or replaced to the 2007 Florida Building Code or a later edition, a later repair of 25% or more only has to bring the repaired part up to the code in force (Fla. Stat. 553.844(5)). The 2007 code took effect March 1, 2009, so roofs replaced before then fall outside that exception.

Can a new roof go over my old one in St. Petersburg?
It depends on what is up there now. The residential code bars a new covering without a full tear-off when the roof already has two or more layers, is water-soaked or too worn to serve as a base, has blisters that are not cut and secured, or is clay, cement or slate tile (FBCR R908.3). With a 1969 median build year, many St. Petersburg roofs have been redone before, so count the layers first. Whether the city accepts an overlay on a single layer is a question for the Building Permits office, because the 8th edition's re-cover sections read only "Reserved."
How long is a St. Petersburg roof permit good for?
Under the Florida Building Code, a permit lapses if work does not start within 6 months of issue, or if work stops for 6 months once it has begun. A job counts as active when it passes an inspection within 180 days (FBC-B 105.4.1). St. Petersburg roof permits come from the City of St. Petersburg's Building Permits office, so ask there about timing if your start date slips. In practice, schedule the tear-off and the sheathing inspection close together and the clock never comes into play.
Will a St. Petersburg re-roof require hurricane straps?
Only in some cases. Florida law requires improved roof-to-wall connections at a re-roof only for site-built single-family homes in the wind-borne debris region above a set value, and only where the gable ends or corners can be done for 15% of the re-roof's cost (Fla. Stat. 553.844). That region takes in land within 1 mile of the coast where the design wind speed is 130 mph or more with open-water exposure, and anywhere the speed is 140 mph or more. Pinellas has 587 miles of coastline, so look up your address's design wind speed in the ASCE 7-22 hazard tool.
