The building code edition that your new roof must meet

Effective December 31, 2023, the Eighth Edition of the 2023 Florida Building Code replaced its predecessor. The Ninth (2026) Edition becomes effective on December 31, 2026, and permit applications submitted on or after that date must comply with it.

If your new home permit is filed on or after December 31, 2026, the Ninth Edition governs the roof and the other systems in the plans. Filing dates decide which edition applies, so confirm your filing date with the county before the plans are finished.

Requirements for the deck, underlayment, and inspections that a new roof needs

Roof sheathing must be fastened with ASTM F1667 RSRS-03 nails, which are ring shank nails. Where sheathing measures 15/32 inch or less, you can use RSRS-01 or RSRS-04. Ask your roofer which nail the inspector will check.

Shingle, metal and similar roofs must use one of three dry-in options, such as a full self-adhering membrane or two layers of approved felt. Choose the option on your plans before the sheathing inspection.

  • Foundation inspection
  • Framing inspection, after the roof and all framing are in place
  • Sheathing or dry-in inspection, after the roof sheathing and fasteners are complete
  • The roof inspection checks dry-in, insulation, the roof covering, and flashing.

Who can install the roof on a new home here?

A builder may install asphalt or fiberglass shingles itself, but only on a new building it built. Tile, metal and membrane roofing go to a roofing contractor certified or registered with the state. Without that certification or registration, a general contractor is barred from presenting itself as a roofer in advertising. Many older homes here were built around 1984, so a reroof on one of them will almost always need a contractor with the right credentials for the material. Check the state license before you sign.

How long is a builder responsible for roof defects on a new Safety Harbor home?

Under Florida law, a builder must back a newly built home for one year against equipment, material, or workmanship defects that produce a material violation of the Florida Building Code. The one-year period starts at original conveyance or initial occupancy, whichever comes first. Normal wear, settling and acts of God such as a natural disaster are excluded. Many Safety Harbor homes are older, with the median home in the city built around 1984, so buyers of an existing home rely on a separate inspection rather than the builder's one-year obligation.
