Permits here are issued by the City of Dunedin, and the city site could not be fully checked, so confirm the current forms with the city building office before you file. Any permit application submitted on or after December 31, 2026 falls under the Ninth Edition of the Florida Building Code. Applications lodged prior to that cutoff remain governed by the 2023 Eighth Edition.
Because the city's roof rules are not confirmed, do not assume a neighboring town's permit path applies to your lot. Confirm which office issues your permit before the roofer orders materials.
Sheathing and dry-in
Deck, underlayment and nailing on a new roof
On a new roof, the deck must be fastened with ring shank nails of a specific type before any covering goes on. The code allows a different nail only where the sheathing is 15/32 inch or thinner. Ask your roofer which nail is on the job and check it against the inspector's sheathing notes.
For shingle and metal roofs, the dry-in layer must follow one of three approved methods. Self-adhering membrane over the whole deck is one. Tape over every deck joint with an approved underlayment on top is another. Two layers of felt underlayment, nailed at set spacing, is the third.
- Shingle drip edge at eaves and gables, nailed 12 inches apart, or 4 inches apart in higher wind zones.
- Tile only over solid sheathing, installed to the manufacturer's instructions or the High Wind tile manual.
- Gutters with downspouts where eaves project less than 6 inches, with downspouts discharging at least 1 foot from the wall.

Who can install a roof on a new house built by a builder?
Unless a general or residential contractor holds its own roofing certificate or registration, it has to hand the roofing work to a subcontractor. It may install asphalt or fiberglass shingles itself only on a new building it constructed. Jobs involving tile, metal or membrane systems belong with a roofing contractor who is either certified or registered.
