The 15-year rule
What the 15-year rule means for a roof built in the 1980s
Florida bars an insurer from dropping or refusing a homeowner solely over a roof younger than 15 years. After that, the age line moves to you. The insurer must allow an authorized inspector, paid by you, to examine the roof before it demands a replacement. A report showing 5 or more years of useful life left blocks a refusal or non-renewal based on age alone.
Citizens asks for more once a roof is older. Shingle roofs past 25 years, and hard roofs such as tile or metal past 50 years, need documentation of five years of remaining life. Homes more than 20 years old also need a 4-point inspection, and its roof section records the covering, age, remaining life, last permit and any damage.
A separate wind mitigation form, OIR-B1-1802, is valid for up to five years if nothing material changes. It records roof deck attachment, roof-to-wall connections and roof shape. Your insurer or agent can tell you what any of this means for your own policy.
Inspection basics
What the inspector looks at, and when Safety Harbor owners call
On the roof, the inspector checks for cracked or curling shingles, bare asphalt, exposed felt, loose tabs and soft decking. In the attic, the inspector looks for leaks and, for wind forms, the nailing and connectors you cannot see from the ground, with photos as proof.
