New construction ยท Belleair Beach
New construction roofing in Belleair Beach, FL
Only 7.1 percent of homes in Belleair Beach were built in 2010 or later, so most roofs here are older than the codes new builds must follow. If you are building new here, your roof permit goes through Pinellas County Building Services, and the code edition in effect when you file governs your plans.
Updated October 2026

Our workCode and timing
Your roof permit must follow whichever code edition is currently adopted
At present, construction in Florida falls under the 2023 Florida Building Code, Eighth Edition. On December 31, 2026, the Ninth Edition goes into effect. Any permit application or plans submitted on or after that date must follow the new edition, so filing timing changes which rules your roof must meet.
Pinellas County Building Services handles permits and inspections for Belleair Beach. Ask that office which edition applies to your filing date before you finalize roof drawings. Many homes here are older, so a new build will be judged on the current edition, not the one that built the neighbors' roofs.
Roof assembly
What a new roof needs in terms of deck, underlayment and fasteners
Specific ring shank nails are required to attach roof sheathing. The code names RSRS-03 nails, with RSRS-01 or RSRS-04 allowed where sheathing is 15/32 inch or less. Your roofer and inspector will check the fastener type against the sheathing thickness on the plans.
For shingle, metal and similar roofs, the dry-in must use one of three underlayment options. One option is a self-adhering membrane laid across the entire deck. Membrane strips over joints plus an approved underlayment is another. Two layers of felt with specified nailing is the third. Pick the option your plans show before framing is covered.
- Shingle drip edge at eaves and gables, fastened 12 inches on center, or 4 inches where wind speeds are high.
- Tile may go only over solid sheathing and must be installed per the manufacturer's directions or the Florida tile manual.
Scheduling
Product approval, inspections and the build schedule
Statewide product approval is mandatory for roofing materials. Look up each product by its FL number in the Florida Building Commission search before you buy it. The roofing permit application carries the approval numbers, so have them ready at filing.
Roof sheathing and dry-in are inspected before the roof covering goes on. Final roofing and flashing come after that, then the final inspection. Plan the roof crew around these stops, and keep the permit active: work must start within 6 months of issuance, and it cannot sit idle for 6 months.
Questions
New construction roofing in Belleair Beach: questions
What is the 25% roof rule in Florida?
The 25 percent rule limits how much of an existing roof can be repaired or replaced in a 12-month period without bringing the whole roof up to code. When more than 25 percent of the roof area is affected, the full roof covering has to be replaced or recovered. In Belleair Beach, where only 7.1 percent of homes were built since 2010, many roofs are older, so this rule comes up often. Confirm the calculation with Pinellas County Building Services before work starts.

What is the 15 year roof rule in Florida?
The 15 year roof rule comes from Fla. Stat. 627.7011(5), which governs homeowner insurance. An insurer may not refuse to issue or renew a policy solely because a roof is less than 15 years old. For a roof 15 years or older, the insurer must allow the homeowner to have an authorized inspector check it at the homeowner's expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life remaining. Belleair Beach's median home was built in 1976, so many homeowners here may face this question.

Who pulls the roofing permit for a new home in Belleair Beach?
For Belleair Beach, roof permits are handled by Pinellas County Building Services. Belleair Beach is one of several jurisdictions that office covers, along with unincorporated Pinellas and others. A roofing contractor or the builder can file the application, but the permit must list the product approval numbers and the work scope. Confirm the filing requirements with the building office before you submit.

Does a builder have to warrant a new home roof in Florida?
Yes, Florida law requires a builder to warrant a newly constructed home for one year against construction defects in equipment, material or workmanship that violate the Florida Building Code. The warranty period starts at conveyance or initial occupancy, whichever comes first. Many homes in our area date from much earlier than that, with the median home built in 1976, so roofs on newer construction are covered differently than older ones. Coverage leaves out ordinary wear and tear, settling, defects caused by the owner, and natural disasters. Your builder's contract and the statute decide what applies to your roof.
