New construction roofing in Seminole, FL

Only 10.2 percent of homes in Seminole were built in 2010 or later, according to the latest Census estimates. Most roofing jobs in this city of about 19,400 people are replacements on older houses. If you are building or buying a new home in Seminole, the code edition and the inspection sequence matter most.

Code and timing

What code edition applies to a new roof in Seminole

Seminole issues its own roof permits through its Community Development building office, so the city, not the county, reviews your plans. The 2023 Florida Building Code, Eighth Edition, currently governs the plans that office reviews.

Plans filed with Seminole on or after December 31, 2026 fall under the Ninth Edition. If your drawings are still in progress, your filing date decides which rules govern your Seminole roof.

Inspections

How a new Seminole roof moves through inspection

The code lists inspections in a fixed order: framing, then sheathing, then roofing. Roof sheathing is fastened with ring shank nails, and the deck must be dried in before the roof covering goes on.

  • Self-adhering polymer-modified bitumen covering the entire deck
  • A 3 3/4-inch membrane strip over each deck joint, then an approved underlayment over the whole roof
  • Two layers of approved felt-type underlayment, nailed 12 inches apart in the field and 6 inches apart at laps

Drip edge goes over the underlayment at the eaves and gables of a shingle roof. Nails run 12 inches apart, or 4 inches apart where the code's wind-speed or roof-height thresholds are met.

Contractors and gutters

Who may install the roof and how gutters are handled

A builder may put asphalt shingles on a house it is building itself. Tile, metal and membrane roofs must go to a contractor certified or registered for roofing.

Buildings with eaves under 6 inches need gutters with downspouts, and each downspout must discharge at least 1 foot from the wall.

Questions

New construction roofing in Seminole: questions

How long do metal roofs last?

Ask the manufacturer or your roofer for the rated life of the specific metal product, and confirm that it carries a Florida product approval number. In Seminole, where only 10.2 percent of homes were built in 2010 or later, many metal roofs will be replacements, so compare the product's approval number against the permit. Florida law requires roofing products used for wind protection to be statewide approved, and you can look up the approval on the Florida Building Commission product approval search.

Who reviews a new roof permit in Seminole?

Pinellas County Building Services handles unincorporated Pinellas, so check the address before you apply. Confirm the current office and submittal rules directly with the Seminole building department.

What warranty does a builder give on a new home roof?

Florida law requires a builder to cover material violations of the Florida Building Code for 1 year after the original conveyance of title or initial occupancy, whichever comes first. In Seminole, where the median home was built in 1979, a new house is an exception rather than the norm, so ask for the terms in writing. The law leaves out ordinary aging, settling, damage the owner caused and natural disasters. Ask your builder to explain the written terms.
