Code edition and timing for a Wellington permit
Florida's Eighth Edition building code, adopted in 2023, governs permits filed today. An application submitted on or after December 31, 2026 falls under the Ninth Edition instead. Plan your Wellington submittal around that date, because a permit filed late in 2026 may need to meet the newer rules.
Wellington sits in Palm Beach County, outside the High-Velocity Hurricane Zone that covers only Broward and Miami-Dade counties. Palm Beach County roofs do not carry the Miami-Dade product rules by default. Your roofer still has to show statewide product approval on the permit, and the public lookup lets you check any product number yourself.

Underlayment, decking and the inspection order
A shingle or metal roof on a new home must be dried in by one of three methods: a full self-adhered membrane, taped strips over every deck joint under an approved underlayment, or two layers of felt fastened to a set spacing. Ask your roofer which method is planned, and confirm it appears in the permit plans.

- Sheathing, either with the dry-in or separately after fasteners are done
- Roofing, which looks at dry-in, insulation, roof covering and flashing
- Final, after all work is complete
Sequencing

Gutters with downspouts are required on new homes with eaves under 6 inches, and each downspout must discharge at least 1 foot from the wall. Plan gutter and downspout routing before the roof is final so the inspector sees a complete exterior.
Florida builders must warrant a newly built home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Normal wear, settling and natural disasters are excluded. Keep your inspection records and written contract, and read the warranty language with your attorney or the builder before you sign.

Can I use a private provider for my Wellington roof inspections?
Florida law lets the fee owner, or the owner's contractor with written authorization, choose a private provider for plans review or building code inspection on a Wellington job. Providers are licensed in Florida as building code administrators, engineers or architects. You still need the village permit, and the provider's inspection results should be documented for your records. Wellington's 9 percent share of post-2010 homes means many jobs here are remodels that still follow this rule.
