The Eighth Edition of Florida's Building Code took effect on December 31, 2023, and it is now the standard you must meet. Any permit request or set of plans filed from December 31, 2026 onward falls under the Ninth Edition. A builder who files early in 2026 may face different rules than one who files a year later, so check the filing date with the Town before you commit to a design.

Loxahatchee Groves sits in Palm Beach County, outside the High Velocity Hurricane Zone that covers only Miami-Dade and Broward. Some of the stricter HVHZ low-slope rules therefore do not apply to a typical new home here. Confirm the wind design requirements for your specific lot with the building office.

Dry-in and inspections

Deck, underlayment and inspection order on a new roof

Roof sheathing on a new home must be fastened with ASTM F1667 RSRS-03 ring shank nails, which are 2 1/2 inches long, or RSRS-01 or RSRS-04 where the sheathing is 15/32 inch or less. Your framer and roofer should agree on the nail type before the deck goes up.

Shingle and metal roofs need a dry-in underlayment method. You may cover the whole deck with self-adhering polymer-modified bitumen, or use a tape strip over every joint with an approved underlayment, or use two layers of approved felt fastened to the schedule the code gives. Pick the method on the permit drawings so the inspector sees it at dry-in.

  • An inspector checks the framing and bracing once the roof structure is complete.
  • Sheathing or dry-in inspection once all roof and wall sheathing and fasteners are complete.
  • A second inspection looks at dry-in, insulation, the roof covering and flashing.
  • Final inspection after the work is complete.

Product approval and the roofer on a new home

Statewide product approval applies to roofing products across the board. Before you buy a shingle or tile for a new home, look up its Florida Building Commission approval number and confirm it on the permit. A product may not be advertised as wind or impact protection unless it has that approval.

Asphalt shingles can be put on a new building by the person who builds it. Work on tile, metal or membrane roofs has to be handed to a certified or registered roofing contractor. A general contractor may not advertise itself as a roofer without that certification or registration.

Gutters and downspouts are required on most new homes with eaves under 6 inches, and downspouts must discharge at least 1 foot from the wall. Plan the gutter layout with the roof so the water path is set before framing is finished.

What is the new law in Florida about roofs?

For a newly built home, Fla. Stat. 553.837 requires the builder to warrant against construction defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. The warranty runs 1 year from the date of original conveyance or initial occupancy, whichever comes first. It took effect July 1, 2025 and excludes normal wear and tear, settling, owner-caused defects and natural disasters. Ask the builder in writing what its coverage covers on your roof and how claims are filed.

When do new-build roofs here fall under the Ninth Edition of the code?

Plans and permit applications filed on or after December 31, 2026 need to meet the Ninth Edition of the Florida Building Code. Plans filed before that date stay under the Eighth Edition.
