How a new roof gets permitted and inspected in Westlake
Westlake's building department handles roof permits for the city, and the work follows the state code in force on the day the application is filed. Any permit submitted on or after December 31, 2026 falls under the Ninth Edition, which replaces the 2023 edition that took effect December 31, 2023.
Roofing on a new home gets its own inspection stage. The sequence runs framing, then sheathing, then roofing with dry-in, insulation, roof covering and flashing, and finally the final inspection. Sheathing fastening uses ring shank nails, so ask your framer which nail spec went on the deck before the cover goes on.
Palm Beach County is not in the High-Velocity Hurricane Zone, so the strict HVHZ product rules do not apply to a Westlake roof. Confirm the product approval numbers on the permit with the building office before materials go up.

Underlayment, drip edge and gutters on a new Westlake roof
- Dry-in underlayment: one of three approved methods, such as a full self-adhering polymer-modified bitumen layer, a taped joint strip with an approved underlayment over the whole roof, or two felt layers fastened on set spacing.
- Drip edge at eaves and gables, fastened no more than 12 inches on center, or 4 inches where design wind speed or roof height is higher.
- Gutters with downspouts on eaves under 6 inches, with downspouts discharging at least 1 foot from the wall.
Ask the installer to confirm which underlayment method the permit lists. A 2026 permit file for a tile roof on solid sheathing will differ from one for asphalt shingles on new framing.

Builder duties and who may install the roof
Since July 1, 2025, a builder must cover a newly built home for 1 year against defects in roofing and other work that cause a material violation of the Florida Building Code. Normal wear, settling, owner-caused damage and natural disasters are excluded, so read the builder's written terms.
A general contractor may self-perform asphalt shingles on its own new building. Tile, metal and membrane roofs must go to a certified or registered roofing contractor, and a general contractor may not advertise as a roofer without that credential.

What is the 25% roof rule in Florida?
The 25% rule limits repairs or replacement to 25 percent of the roof area in any 12-month period unless the entire roof system is replaced. An existing roof built to the 2007 Florida Building Code or later can be exempt for that part. Westlake's roofs are mostly recent, with a median build year of 2021, so many may qualify. Ask the building office how the rule applies to your roof's build date before scheduling work.
