The 2023 Florida Building Code, Eighth Edition, is the current edition. It took effect December 31, 2023. A permit application submitted on or after December 31, 2026 falls under the Ninth Edition, so the filing date matters more than the start date.

Palm Beach County is not inside the High Velocity Hurricane Zone, which covers only Miami-Dade and Broward. That keeps the standard wind-borne debris rules in play for roofs here, not the stricter HVHZ tables. Confirm the current permit requirements with the Village of Royal Palm Beach building office before you order materials.

What inspectors check

Deck, underlayment and fastening at dry-in

Builders are allowed to put asphalt shingles on a new structure they are constructing themselves. Work on tile, metal and membrane roofs is assigned to a contractor who holds a certification or registration for roofing. Without that certification or registration, a general contractor cannot present itself as a roofer in its advertising.

What is the 25% roof rule in Florida?

The 25 percent rule limits how much of an existing roof can be repaired, replaced or recovered in any 12-month period without bringing the whole roof system up to the current code. Under the building code, not more than 25 percent of the roof area can be worked on in that window unless the entire roof covering is replaced. If the existing roof was built or repaired under the 2007 Florida Building Code or later, only the repaired portion must meet current code.
