Which code edition a new Palm Springs roof must follow

The edition currently enforced is the 2023 Florida Building Code, Eighth Edition. The Ninth Edition takes effect December 31, 2026, and every permit application and plan submitted on or after that date must follow it. If your roof permit for a new Palm Springs home will be filed after that date, plan for the newer rules from the start.

Palm Beach County is where Palm Springs is located, and that county lies beyond the High-Velocity Hurricane Zone. That zone covers Broward and Miami-Dade only, so the stricter HVHZ roofing tables do not govern a new roof here. Your permit still depends on the wind-borne debris rules, which apply within 1 mile of the coast or where design wind speeds are high.

What inspectors check

Deck, underlayment and fastening on new Palm Springs roofs

Before the roof covering goes on, the roof sheathing must be fastened with ring shank nails, and the dry-in must meet one of three underlayment options. The first is a fully adhered polymer-modified bitumen layer. The second is membrane tape over each deck joint with an approved underlayment over the roof. The third is two layers of felt fastened to a set spacing. Your roofer should tell you which path the crew is using.

  • Drip edge at eaves and gables, fastened at 12 inches on center, or 4 inches where the wind speed is 110 mph or more
  • Install tile only atop solid sheathing, following the manufacturer's directions.
  • Gutters with downspouts discharging at least 1 foot from the wall where eaves are under 6 inches
  • Panels for the soffit are secured both at the wall and along the fascia.

Roofing inspections come after framing and sheathing. The code order is foundation, framing, sheathing or dry-in, exterior wall coverings, roofing, and final. The sheathing inspection may be done with the dry-in or separately once all roof sheathing and fasteners are complete. Ask your builder when that inspection is booked so the roof covering does not wait on paperwork.

If work hasn't begun within 6 months of issuance, or stalls for 6 months, the permit lapses. An inspection must pass within 180 days for the work to count as active. Confirm these dates with the Village of Palm Springs Planning, Zoning and Building office, which lists roof permit information on its official page.

Who can install a roof on a new home in Palm Springs?

Unless a roofing certificate or registration is held, a general or residential contractor has to hand off roofing work to a subcontractor. Asphalt or fiberglass shingles can be put on by a builder only when that builder erected the new building. Your tile, metal, or membrane roof needs to go to a contractor who holds a certification or registration. Does a new Palm Springs home have a builder warranty on the roof?

Florida law requires a builder to cover construction defects in equipment, material or workmanship that violate the Florida Building Code, for 1 year after the home is conveyed or occupied, whichever comes first.
