Most of the housing stock here is older, but the new-build activity is real. The county permitted 2,495 single-family units in 2025, down from 4,244 in 2020. Those roofs are being framed and covered under current rules, not the older ones.

December 31, 2023 is the date the 2023 Florida Building Code, Eighth Edition, went into effect. The Ninth Edition takes effect December 31, 2026, and permit applications submitted on or after that date must comply with it. A builder that files in late 2026 should check the edition before the plans go in.

Only Miami-Dade and Broward fall within the High-Velocity Hurricane Zone, so Palm Beach County sits outside it. Greenacres roofs therefore use the statewide product approval path rather than the HVHZ rules, though the approval numbers still go on the permit.

Dry-in and inspections

Deck, underlayment and sheathing checks before the roof goes on

The roof deck is fastened with ring shank nails, and the code names the nail type. Sheathing of 15/32 inch or less may use RSRS-01 or RSRS-04 nails. Inspectors check this at the sheathing stage, before any shingles or tile are set.

A shingle or metal roof needs one of three dry-in methods. A builder can cover the full deck with self-adhering membrane, tape the joints and add an approved underlayment, or lay two layers of felt with specified fastening. Each method is written into the code, and the choice shows on the roofing inspection.
