The county counted 388,656 people in the 2020 Census and 427,415 in the 2020-2024 estimate. Housing units rose by 16,730 over the same span, . Much of that growth sits in places like Four Corners and Celebration, and every new roof in it is built to whatever code edition the permit falls under.

The Eighth Edition went into force on December 31, 2023. The Ninth takes over for applications submitted on or after December 31, 2026. A permit filed a week before that date and one filed a week after it can carry different roof requirements. Ask the Osceola County Building Office which edition your application will be reviewed under.

Deck, underlayment and fastener requirements on a new home

On a new home, ring shank nails hold the roof sheathing in place. The residential code names ASTM F1667 RSRS-03 nails, 2 1/2 inches long. Thinner sheathing, 15/32 inch or less, may use RSRS-01 or RSRS-04. The sheathing inspection checks these fasteners before anything covers them.

The dry-in layer has three allowed forms for shingle and metal roofs. Self-adhering membrane can be applied across the entire deck. You can tape every deck joint with a strip at least 3 3/4 inches wide, then lay approved underlayment over the roof. Or you can use two layers of felt-type underlayment with ring shank cap nails.

  • At the eaves and gables, drip edge is installed over the underlayment.
  • Fasten it at 12 inches on center, or 4 inches on center where the wind speed is 110 mph or more.
  • Tile follows the manufacturer's instructions or the Florida High Wind tile manual, over solid sheathing.

Single-family detached homes are 60.5 percent of county housing units, so most new roofs are shingle, tile or metal on a pitched deck. Mobile homes, at 6.7 percent, follow a separate path.

Approval and crew

Product approval, who may install, and scheduling the roof

Roofing is a category where Florida requires statewide product approval. A seller cannot market a roofing product as hurricane or wind protection unless it is approved. You can look up a product by its FL number on the Florida Building Commission search, which covers code versions 2001 through 2023. Miami-Dade NOA numbers matter only in that county's high-velocity zone, not here.

A builder may install asphalt or fiberglass shingles itself on a new building of its own construction. Work on tile, metal and membrane roofs must be handed to a contractor who holds certification or registration in roofing. A general contractor may not advertise as a roofer without that license, so ask who is actually on the roof.

Inspections run in a fixed order: foundation, framing, sheathing, exterior wall coverings, roofing, final. The roofing inspection checks dry-in, insulation, roof coverings and flashing. A permit lapses if work does not start within 6 months, so book the roofer when framing is scheduled, not after.

Finishing details

Gutters, private inspectors and the builder's one-year duty

Gutters with downspouts are required where eaves project less than 6 inches, except at gable end rakes or over another roof. Downspouts have to empty at least 1 foot away from the sidewall. Hurricane Ian brought historic flooding near Mill Slough in Kissimmee, which is reason enough to check where your downspouts empty.

Florida lets a fee owner choose a private provider for plans review or inspections, with written authorization if a contractor acts for the owner. Ask the Kissimmee or St. Cloud building office how they handle a private provider on your permit.

Since July 1, 2025, a builder must stand behind a new home for 1 year against defects that violate the code. Natural disasters and normal wear are excluded. Take roof photos and keep the permit paperwork from day one.

Can my general contractor install the roof on my new house?

Only partly. On a new building they construct themselves, a general, building or residential contractor may put up asphalt or fiberglass shingles, or wood shingles and shakes. Tile, metal and membrane roofs must go to a roofing contractor with state certification or registration. In a county where single-family detached homes are 60.5 percent of housing, ask who is on the roof.

Inspections under the code fall at the foundation, framing, sheathing, exterior wall covering, roofing and final stages. Sheathing covers roof and wall sheathing, fasteners and dry-in. The roofing inspection checks dry-in, insulation, roof coverings and flashing. A permit lapses if no approved inspection occurs within 180 days, so keep the sequence moving in a county that added 16,730 housing units since 2020, by our arithmetic.

How do I check that a roofing product is approved in Florida?

You can look up products in the Florida Building Commission approval database by FL number, manufacturer or code version. Roofing is a category that requires statewide approval, and a product cannot be sold as hurricane protection without it. Osceola County is outside the High-Velocity Hurricane Zone, which is only Broward and Miami-Dade, so a Miami-Dade NOA is not what your permit asks for.
