Osceola County went from 388,656 residents in the 2020 Census to an ACS estimate of 427,415, and 27.4% of the county's housing units date from 2010 or later. Inside Kissimmee's 21.5 square miles of land, new roofs answer to the same statewide code as every other new roof in the county.
Florida's 8th-edition code has governed new permits since December 31, 2023. Its successor, the 9th edition, starts December 31, 2026, and applies to any application or plan set filed that day or later. A Kissimmee house whose permit is filed in January 2027 is a 9th-edition house, roof included.

Dry-in, inspections and who installs the roof
The code sets the order of inspections on a new building: framing with trusses and connectors, then sheathing and fasteners, which can be combined with the dry-in check, then roofing, then final (FBC-B §110.3). For shingles and metal, dry-in means one of three underlayment methods in R905.1.1.1, from a fully adhered membrane to two layers of felt-type sheet nailed on a tight pattern.
For buyers, Fla. Stat. 553.837 has required since July 1, 2025 that a builder warrant a new home for 1 year against defects that cause a material violation of the Florida Building Code. The statute leaves out ordinary wear and tear, settling, defects the owner caused and acts of God, natural disasters included.

Inside the city the permit, plans and inspections run through the City of Kissimmee Building Division, which notes that most home projects still need a permit under the July 1, 2026 rules. What does a Kissimmee builder owe me if the new roof has a code defect?
Under Fla. Stat. 553.837, a builder must warrant a newly built home for 1 year against defects in equipment, materials or workmanship that cause a material violation of the Florida Building Code. That one-year clock starts at closing or at first occupancy, whichever happens earlier. Wear and tear, settling, defects the owner caused and acts of God are excluded. In a county where 27.4% of homes date from 2010 or later, plenty of buyers are on their first roof, so note the closing date and report any leak or code problem to the builder in writing.

Can a Kissimmee home builder put the roof on itself?
Shingles only, and only on a house the builder itself is putting up. Fla. Stat. 489.113(3) makes a general, building or residential contractor subcontract roofing work unless it also holds a roofing certificate or registration. The carve-out lets that contractor install asphalt, fiberglass or wood shingles on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor. On a new Kissimmee house, the roofing subcontractor named on the permit with the City of Kissimmee Building Division is worth checking before dry-in.
