New construction roofing in Celebration, FL

Celebration has many newer homes, with 22.2 percent of its housing built in 2010 or later. If you are building or buying new here, the roof is one of the first things inspectors check. The Osceola County Building Office issues the permits for this area.

Code edition

Finding which code edition applies to your new roof

As of December 31, 2023, the Eighth Edition of the 2023 Florida Building Code is the version in effect. Florida's Ninth Edition will apply starting December 31, 2026. Permit applications submitted on or after that date must follow the new edition, so the date you file matters more than the date you start.

Many homes around Celebration are fairly new, with a median build year of 2004. Even so, a builder planning a roof now should confirm the edition on the permit before ordering materials.

Deck and underlayment

Underlayment, deck fastening and drip edge on new roofs

For shingle, metal and similar roofs, the code gives three dry-in options for the deck. You can cover the whole deck with self-adhering polymer-modified bitumen, tape each deck joint and add an approved underlayment, or use two layers of approved felt-type underlayment nailed at set spacing.

  • Sheathing panels need to be secured with the ring shank nails the code specifies.
  • Shingle drip edge is nailed at 12 inches on center, or 4 inches where wind speeds or roof height are higher.
  • Unless tested otherwise, tile can only be installed over solid sheathing.

Inspections follow a set order. Framing must be complete after the roof, and the sheathing inspection can be done as a dry-in check or separately once the roof and wall sheathing and fasteners are finished. Roofing inspection covers dry-in, insulation, roof coverings and flashing before the final.

Ask the Osceola County Building Office to confirm the current inspection schedule for your permit. Where eaves stick out less than 6 inches, gutters and downspouts are needed, and each downspout must empty at least 1 foot away from the sidewall.

What is the new law in Florida about roofs?

The most direct new-home rule is Florida Statute 553.837. Since July 1, 2025, a builder must warrant a newly constructed home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Gradual deterioration, foundation movement, damage from work you performed yourself, and losses from natural disasters fall outside what is covered. Many homes in the local market were built around 2004, so older roofs may fall outside this protection altogether. Read the statute itself or ask your builder what it covers before closing.
