How old are Osceola County roofs?
The median Osceola County home was built in 2002. Another 27.4 percent of homes went up in 2010 or later, while 11.3 percent predate 1980. A large middle group is likely on its first roof, now past 15 years, and the older group has probably been re-roofed at least once.
Of the county's 171,410 housing units, 60.5 percent are single-family detached homes. Mobile homes add another 6.7 percent. Owners occupy 65.3 percent of occupied homes, so most roof decisions here rest with the person living under it.

What the 15-year rule asks of the roof
Florida bars an insurer from dropping or declining a homeowner's policy over roof age alone when the roof is under 15 years. Past that age, the owner can hire an authorized inspector, at the owner's cost, before the insurer demands replacement. A finding of 5 or more years of useful life removes age as the sole reason to refuse or non-renew.
Policies issued or renewed from July 1, 2022 forward fall under this rule. Senate staff note it does not reach mobile home policies, which matters for the 6.7 percent of Osceola housing that is mobile homes. Ask your agent which rules cover your policy.
The insurer has to accept whoever signs the inspection. The statute's list includes home inspectors, building code inspectors, contractors with a roofing license, engineers and architects. Before you pay for the visit, check with your insurance company that they will cover the person coming out.

What an inspector checks on the roof
The roof section of the 4-point form records the covering material, roof age, remaining useful life and the date of the last roofing permit. It also notes whether a past replacement was full or partial, plus overall condition. For Citizens, this form is required on properties more than 20 years old, a threshold that reaches the 11.3 percent of Osceola homes built before 1980.
- Cracked, cupped or curled shingles and heavy granule loss
- Look for exposed asphalt or felt, plus shingle tabs or tiles that have gone missing, come loose or split.
- Soft spots in the decking
- Water stains or drips you can see in the attic or on ceilings inside the home.
Citizens asks for proof of at least five years of remaining life on shingle roofs older than 25 years and on tile, metal or other hard roofs older than 50 years. Celebration and Buenaventura Lakes homes from the 2000s are well short of those lines, though many are past 15.

Order one when you buy or sell, when an insurer letter questions roof age, and after a storm. Hurricane Irma left 3,934 county structures with minor damage, and Milton brought gusts of 55 to 65 mph in 2024. Photos taken before and after a storm give you a clear record.
Florida law limits what a roofer may say about claims. A contractor may not offer anything of value for an inspection or advise on coverage unless licensed as a public adjuster. Take coverage questions to your insurer or agent, and read the notice in any roofing contract before signing.

Do mobile homes in Osceola County follow the 15-year roof rule?
The 15-year roof rule is Florida Statute 627.7011(5), and it covers homeowner policies. Under this rule, an insurer cannot turn down a new policy or decline to renew one just because your roof is under 15 years old. For a roof 15 years or older, the insurer must let the homeowner have an authorized inspector check it at the homeowner's expense, and may not refuse or non-renew solely for age if that inspection shows 5 or more years of useful life left. Senate staff note the rule does not apply to mobile home policies, so check your own policy terms with your insurer or agent. In Osceola County the median year homes were built is 2002.

The insurer must let you have an authorized inspector check the roof at your own expense before requiring replacement. If the inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew solely for roof age. Who do I call for a permit question in Kissimmee or the county?
Start with the Osceola County Building Office for county jurisdiction, and the City of Kissimmee permits office inside city limits. Kissimmee says most home projects still need a permit under the July 1, 2026 rules, and exempt work still requires notifying the City first. In St. Cloud, a 140 mph wind speed figure applies to ordinary Risk Category II buildings, which sets the wind load an inspector or designer works from.

Can a roofer inspect my roof at no charge to help with a claim?
Florida law bars a roofing contractor from offering anything of value for a roof inspection or a claim, and from advising on coverage unless licensed as a public adjuster. Deadlines also matter: notice of a new claim must reach the insurer within 1 year of the loss. After Irma in 2017, 95 county structures had major damage, so those deadlines were real for owners.
