Single-family detached homes are 60.5 percent of the county's housing units. That leaves about 39.5 percent in apartments, townhomes, mobile homes and other types. That share is where association and multi-unit roofs come from.

The median home here dates to 2002, and 27.4 percent of units were built in 2010 or later. Only 11.3 percent predate 1980. That suggests most commercial and multi-unit roofs are younger than in older Florida counties, though many first-generation roofs on 2002-era buildings are likely nearing replacement.

Owners occupy 65.3 percent of occupied homes. In a condo or HOA building, a roof decision usually passes through a board vote and a reserve schedule, so get the scope in writing before the vote.

Which code applies and who permits the job

Only Broward and Miami-Dade fall inside the High-Velocity Hurricane Zone. Osceola County falls under the standard Florida Building Code, which means the HVHZ uniform roofing permit application and its product-approval stack do not apply here.

Where a building sits decides the counter you visit. St. Cloud lists a 140 mph ultimate design wind speed for Risk Category II buildings. Kissimmee says most projects still need a permit under its July 1, 2026 rules, and exempt work still requires notifying the City first.

The county's HB 803 permit exemption covers only qualifying single-family work and excludes any property in a flood hazard area. Commercial and multi-unit roofs should be treated as needing a permit. Confirm with the Osceola County Building Office before you schedule.

The 2023 code is in force now. The Ninth Edition applies to applications filed on or after December 31, 2026, so the filing date can change your spec.

Flat roof design

Low-slope systems, drainage and ponding water

New built-up, modified bitumen, single-ply, foam and liquid-applied roofs need a minimum slope of one-fourth unit in 12, which is 2 percent. Kissimmee 2 averages 52.57 inches of rain a year, and 24.77 inches fall from June to August. A roof that holds water through that season will fail early.

Code defines positive drainage as roof water gone within 48 hours of rain. Wherever a parapet could hold water, install secondary overflow drains or scuppers. Ask each bidder to show where the overflow sits.

Single-ply choices include TPO to ASTM D6878, EPDM to D4637 and PVC to D4434. Edge metal on these roofs must be tested to ANSI/SPRI ES-1 or RAS 111. Before bids, compare the named standard for each part, since two bids can use the same word for different products.

Recovering over an old roof is barred if the roof already has two or more coverings, or if it is water soaked. Hurricane Ian affected 900 business structures in the county, mostly by flooding, so wet insulation under a membrane is worth testing before any recover bid.

Confirm that the bidder is registered as a roofing contractor. Under Fla. Stat. 489.113(3), a general contractor must subcontract roofing unless certified or registered in it. Ask who will hold the permit and who will be on the roof.

  • Deck repair and sheathing replacement priced as separate line items, since roofing scope includes wood sheathing and fascia.
  • The 25 percent rule: more than 25 percent of a roof section in 12 months can trigger a full replacement of that section.
  • Named products with Florida product approval numbers, searchable on the Florida Building Commission site.
  • Record and post the Notice of Commencement before the first inspection takes place.

Hurricane Irma recorded a 58 kt peak gust at Kissimmee Gateway Airport and left 95 structures with major damage. Ask each bidder how the new edge metal and attachment will resist that load.

No, because the High-Velocity Hurricane Zone covers just Broward and Miami-Dade counties. Can a new membrane go over my old commercial roof?

Sometimes, but not always. A recover is barred where the roof already has two or more coverings, where the old roof is water soaked, or where blisters are not cut and secured. Hurricane Ian affected 900 business structures here, mostly through flooding, so moisture scans are worth requesting. If the old roof fails those tests, the job becomes a tear-off to the deck.

What is the 25 percent rule for a commercial building?

Florida code says not more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole section is replaced or recovered. An exception covers roofs built or repaired under the 2007 code or later, where only the repaired part must meet current code. With a median build year of 2002 in the county, many roofs may not qualify for that exception.
