Where Kissimmee roofs give way

FEMA's team after Ian found hip and ridge damage more often than any other kind, on newer and older roofs alike. Ridge vents are a known leak path: in one FEMA case, ceilings collapsed although the only roof loss was ridge shingles and the ridge vent. An original roof on Kissimmee's median 1992 house has had more than 30 years of sun on its sealant strips, pipe boots and vent flashing.

Water covers just 3.2% of the city's area, yet Ian showed that flooding here does not need a lakefront: Mill Slough and Good Samaritan Village flooded inland. The rain that does that also finds roof leaks, and they cluster where the code requires flashing, at wall-to-roof joints, changes of slope and roof openings (R903.2.1).

Patch, or redo the whole section?

Florida draws the line with the 25% rule. R908.1.1 lets no more than a quarter of a roof or roof section be repaired in any 12 months unless the whole section is redone, and the 2007-code exception relieves only roofs built or replaced since that code. A Kissimmee roof still on a pre-2002 covering has no exception to fall back on.

Repair permits inside the city come from the City of Kissimmee Building Division. Ordinary minor repairs can go without a permit only with the building official's approval (FBC-B 105.2.2), and the city asks for notice even on exempt work. Florida's handyman exemption is narrow: casual, minor work below a set contract price, never a bigger job split to fit under it (Fla. Stat. 489.103(9)).

My Kissimmee roof leaked in a storm. What should I check first?

Start inside and stay off a wet roof. Look for ceiling stains, drips at light fixtures and damp insulation in the attic, and photograph everything with dates. From the ground, scan the hips, ridges and roof edges, the spots FEMA found failing most after Ian, and note any missing ridge vent or lifted shingles. Milton brought 55 to 65 mph gusts and 3 to 5 inches of rain to Osceola County in 2024, enough to open seams on an older roof. Coverage questions go to your insurer or agent; a written repair scope should describe exactly what failed.

Can a handyman fix my roof in Kissimmee?

Only small, casual jobs. Florida's licensing exemption covers work of a casual, minor or inconsequential nature below a set aggregate contract price, and it never applies to a larger job split into pieces or to anyone who advertises as a contractor (Fla. Stat. 489.103(9)). Roofing for pay is otherwise roofing-contractor work as Fla. Stat. 489.105 defines it. Inside Kissimmee the permit question is separate: the city says even exempt work requires notifying the City first, so call the City of Kissimmee Building Division before any repair, however small.

How strong were Irma's winds in Kissimmee?

The peak gust recorded in Osceola County during Irma in 2017 was 58 knots, about 67 mph, at Kissimmee Gateway Airport. NWS Melbourne counted 3,934 structures in the county with minor damage, 95 with major damage and 23 destroyed. Gusts in that range work on aging shingle tabs, ridge caps and soffits. FEMA's Ian findings point the same way: newer roof coverings generally fared better than older ones, so the city's many pre-2002 roofs are the ones to check first after a storm.
