Fla. Stat. 627.7011(5) stops an insurer from refusing or non-renewing a homeowner's policy only because the roof is less than 15 years old. After 15, the insurer must let you have the roof checked by an authorized inspector, at your expense, before it can require a replacement, and if that inspection shows 5 or more years of useful life, age alone cannot end the policy.

In Kissimmee the house's age and the roof's age can be decades apart, and countywide just 27.4% of homes date from 2010 on. Roof age for insurance runs from the last date the entire surface was built or replaced (627.7011(5)(d)), and the 4-point form asks for the date of the last roofing permit. Keep that permit card with your policy papers.

The 15-year section has one gap to know about. Senate staff note it does not apply to mobile home policies, and 3.0% of Kissimmee's housing units are mobile homes.

The forms

What the 4-point and the wind form record

  • Citizens requires a 4-point inspection (electrical, plumbing, HVAC and roof) for properties more than 20 years old, which takes in every Kissimmee house built before 2006.
  • The 4-point roof section records covering type, age, remaining useful life, last permit date, full or partial replacement and a damage list, with photos of each slope.
  • The wind mitigation form, OIR-B1-1802 (Rev. 04/26, effective April 1, 2026), grades code era, slope, covering, deck attachment, roof-to-wall connection, roof shape and any sealed roof deck. A completed form holds for as long as five years, provided the structure does not change materially.

The statute lists them. Under Fla. Stat. 627.711(2)(a), insurers must accept the form from a home inspector holding a 468.8314 license who has at least 3 hours of hurricane mitigation training and a proficiency exam, a building code inspector, a general, building or residential contractor, a professional engineer, an architect, or anyone else the insurer recognizes. On a Kissimmee house from 1992, the form's first question, which asks whether the home was built to the 2001 Florida Building Code or later, will not be checked, so the attic items carry the rest.

If Citizens insures it and the property is more than 20 years old, yes: Citizens requires a 4-point inspection for those applications, covering electrical, plumbing, HVAC and the roof. How do I prove my roof's age in Kissimmee?

With the permit. Florida measures roof age from the last date 100 percent of the surface was built or replaced, so the permit and final inspection for your last full re-roof are the record that counts. Inside the city those records sit with the City of Kissimmee Building Division; outside it, with the Osceola County Building Office. In a city where the median house dates to 1992, a newer roof without paperwork can be hard to tell apart from the original, and the underwriter will go by what you can document.
